Notre Dame staff parking bays to be made available to public outside of teaching hours

Freo-goers will have access to almost 80 more parking bays after the City of Fremantle council voted to make Notre Dame staff parking available to the public.

Seventy-nine bays across university owned carparks at 3 High Street and 28 and 22 Marine Street in Fremantle will be used as paid public carparks outside of Notre Dame teaching hours.

The carparks will be made available to the public from 5pm to midnight Mondays to Fridays and 6am to midnight on Saturdays, Sundays and public holidays until June 2026.

University staff with a valid permit will still have 24-7 access to the carpark, free of charge.

The bays will be operated by Secure Parking.

“Secure Parking has proposed that we configure signage, we light and patrol these sites so they are well utilised,” Secure Parking general manager Ben Crisp said.

“My colleague ... has met with many of the local businesses and they’ve given us their support ... they’ve told us that they’re in favour of the university parks being open to the public and we’ve documented this in terms of our submission.”

The original motion — which was to refuse Notre Dame’s application to change the sites’ use from private university parks to public parks — was lost after the council voted 8-2 in favour of Cr Andrew Sullivan’s proposal that temporary planning approval be given.

Cr Sullivan said the temporary planning approval — which permits the bays to be publicly available for only two years — would activate the bays in the short term but he eventually wanted the sites to be redeveloped.

“The time limit approval is really just sending the message that it is the council’s expectation that these sites do need to be better integrated,” he said at last Wednesday night’s meeting.

“We can’t see carparking happen on these sorts of sites in an unintegrated way.”
