The Union Home Ministry, for the first time, has sanctioned the creation of a 24,000-personnel deputation reserve within the existing manpower of the five Central Armed Police Forces (CAPF) and Assam Rifles in a bid to ensure better promotion avenues, fresh recruitment of personnel and quality manpower for a variety of internal security tasks.
An official said the finance ministry on February 14 approved the proposal of the Ministry of Home Affairs (MHA), authorising the creation of the Deputation Reserve in CAPF and Assam Rifles.
On Tuesday, the MHA issued an order for the creation of a 23,958 ‘deputation reserve’ in the Central Reserve Police Force (CRPF), Border Security Force (BSF), Indo Tibetan Border Police (ITBP), Central Industrial Security Force (CISF), Sashastra Seema Bal (SSB) and Assam Rifles.
“The creation of deputation reservation will also help various agencies and forces, such as the Special Protection Group (SPG), the National Security Guard (NSG), the National Disaster Response Force (NDRF), and the Intelligence Bureau (IB), by providing paramilitary officials and personnel for deputation,” the official said.
In an order issued on February 20, Under Secretary R Joses Vashum said, “The sanction of the competent authority is accorded for creation of deputation reserve in CAPFs…these order would be effective from the date of issue. The appointments to the sanctioned posts would be made as per the extant Recruitment Rules (RRs) of the post concerned in CAPFs and Ars. This decision has been approved by the Ministry of Finance.”
The BSF will get 6,733 posts, CRPF 5,765, SSB 2,669, CISF 2,298, ITBP 4,764 and Assam Rifles 1,729 reserve deputation, totalling 23,958. “Now onwards, every force has to secure a number of troops, officers in three groups; A, B, C, which will be available for deputation under central deputation reserve,” an official said.
Deputation reserves are intended to serve as substitutes for regular duty posts in the event of service officers (holding these duty posts) being temporarily away from their cadre on deputation to any other organisation. Officers holding the posts under such reserves perform regular functions of the posts against which they are posted as substitutes and they are only temporary replacements for regular cadre officers who are currently away, and as such, the reserve posts do not represent net additions to the cadre, according to the Department of Personnel and Training (DoPT) guidelines.
