The National Ceneter of Meteorology in the United Arab Emirates (UAE) denied reports that it carried out cloud-seeding or any other artificial weather modification technique ahead of the heavy storms that struck Dubai, causing flooding. Visuals from the UAE city’s roads and airports show cars and planes submerged in water as it rained for more than two days.

The deputy director general of NCM, AlYazeedi, told CNBC that the the agency ‘did not conduct any seeding operations during this event’. His clarification came as several media outlets reported that cloud seeding had caused the rainfall.

“One of the basic principles of cloud seeding is that you have to target clouds in its early stage before it rains, if you have a severe thunderstorm situation then it is too late to conduct any seeding operation,” AlYazeedi added.

Meteorologist Ahmed Habib in a Bloomberg report said that the Tuesday rains had stemmed partly from cloud seeding. He later told CNBC that six pilots had flown missions as part of regular protocol, but had not seeded any clouds. He, however, did not provide any evidence.

Several theories answer the question. One possible explanation could be a heavy storm passing through the Arabian peninsula, moving across the Gulf of Oman.
