Nouvelle Calédonie : trois anciens Premiers ministres demandent à l’exécutif de redonner les rênes à Matignon

Pour Manuel Valls, Jean-Marc Ayrault et Édouard Philippe, c’est à Matignon que doit revenir le dossier Nouvelle-Calédonie. Leur annonce, faite à l’Assemblée nationale et rapportée par Le Monde, fait suite à leur audition les 30 avril et 2 mai derniers par Nicolas Metzdorf, rapporteur du projet de loi constitutionnelle réformant le corps électoral calédonien.

Cette réforme, qui sera soumise à la commission des lois le 7 mai, est source de tensions. Les indépendantistes exigent son retrait. Leur crainte : voir le peuple autochtone, les Kanak, mis en minorité dans les scrutins, biaisant l’équilibre politique maintenu tant bien que mal dans le territoire.

Un équilibre précaire

Le dossier était sous la juridiction de Matignon jusqu’en 2020, avant d’être délégué au ministère des Outre-mer, puis en 2022 au ministre de l’Intérieur, Gérald Darmanin. Édouard Philippe a commenté le 2 mai dernier : « Si l’on devait s’interroger sur le domaine réservé du Premier ministre, la Nouvelle-Calédonie serait dedans. »

Pour les trois anciens Premiers ministres, il devient urgent que le dialogue avec la Nouvelle-Calédonie soit rétabli et à nouveau confié au cabinet du Premier ministre. Jean-Marc Ayrault exprime clairement ses reproches : « Depuis Michel Rocard, c’est Matignon qui pilote, qui rassure, qui crée du lien. […] Or, depuis, on a bifurqué vers le ministère de l’Intérieur, on est entré dans un jeu tactique, on joue sur les divisions du camp indépendantiste. »

D’autres députés demandent le retrait de ce projet de loi. Pour Arthur Delaporte, député socialiste, « le Gouvernement peut décider de retirer son texte, il n’est pas trop tard. »
