Georgia, la ‘legge russa’ che infiamma la piazza

AGI – Migliaia di georgiani manifestano ogni sera, dal 17 aprile, quando il Parlamento ha approvato in prima lettura la controversa “legge sulle influenze straniere”, vista come un passo avanti verso l’orbita russa e uno indietro rispetto al percorso di adesione alla Ue. Il disegno di legge, proposto dal partito di governo Sogno georgiano, è stato ribattezzato “la legge russa”, perché somiglia alla famigerata “legge sugli agenti stranieri”, ampiamente utilizzata in Russia da 12 anni per reprimere il dissenso.

La legge, che aspetta la terza e ultima lettura in Parlamento, richiederebbe ai gruppi che ricevono più del 20% dei loro finanziamenti dall’estero di registrarsi come agenti stranieri, l’espressione che in epoca sovietica veniva associata a spie e traditori.

 

La misura, secondo manifestanti e opposizioni, è di natura autoritaria ed è destinata a prendere di mira media indipendenti e gruppi della società civile; è stata proposta nuovamente quest’anno, dopo che nel 2023 lo stesso tentativo del governo di farla passare deragliò per le massicce proteste di piazza. Allora, i suoi promotori avevano promesso che non avrebbero tentato di rilanciare l’impopolare iniziativa.

Le ragioni di questo improvviso voltafaccia del partito di governo restano ancora oggi poco chiare. La crisi politica arriva in un momento in cui molti georgiani temono che il loro Paese si stia allontanando dall’Occidente e a meno di sei mesi dalle elezioni generali previste a ottobre. “Tutti hanno capito chiaramente che lo scopo dell’adozione della legge russa non è la famigerata ‘trasparenza’ per chi riceve fondi esteri, ma il cambio di rotta del Paese e il completamento della sua russificazione”, ha affermato Transparency International Georgia in una nota.

La presidente georgiana Salome Zurabishvili – inizialmente appoggiata da Sogno georgiano, dalle cui politiche ha poi preso le distanze – ha promesso di porre il veto sulla legge verrà adottata formalmente in terza lettura, come previsto. Il veto del capo di Stato è, però, aggirabile dai numeri di cui dispone il governo. Il governo conta di varare la legge per meta’ maggio. L’Ue e gli Usa hanno più volte espresso preoccupazione per la “legge russa” e hanno condannato con forza la repressione delle manifestazioni a Tbilisi avvertendo che si tratta di politiche che allontano la Georgia dalla Ue e dalla Nato.
