Ukraine lässt Häftlinge für Armeedienst zu – aber keine Schwerverbrecher

Angesichts des Mangels an Soldaten lässt die Ukraine künftig Strafgefangene zum freiwilligen Militärdienst zu. Das beschloss das Parlament in Kiew am Mittwoch, wie ukrainische Medien berichteten.

Verurteilte Schwerverbrecher wie Mörder und Vergewaltiger dürften sich aber nicht melden, auch nicht Drogenhändler oder Häftlinge, die wegen schwerer Fälle von Korruption einsitzen.

Ehemalige ranghohe Staatsbeamte sind ausgeschlossen

Ausgeschlossen seien darüber hinaus ehemalige Abgeordnete, Minister und ranghohe Staatsbeamte sowie Häftlinge, die wegen Straftaten gegen die nationale Sicherheit verurteilt seien.

Russland hatte gerade in den ersten Monaten seines Angriffskrieges gegen die Ukraine Zehntausende Häftlinge mobilisiert und ihnen ihre Strafen erlassen, auch Mördern und Sexualstraftätern. Es gab mehrere aufsehenerregende Fälle, dass solche Männer nach der Entlassung aus dem Wehrdienst wieder Gewaltverbrechen begingen.

Der Militärdienst soll nicht mit Ende der Strafe enden

Dem neuen Gesetz in der Ukraine zufolge können Strafgefangene sich zur Armee melden, wenn ihre Reststrafe nicht länger als drei Jahre beträgt. Sie sollten in gesonderten Einheiten unter Bewachung dienen, erläuterte die Abgeordnete Olena Schuljak. Der Militärdienst ende nicht mit Ende der Strafe, sondern bei Vertragsende oder einer allgemeinen Demobilisierung.

Die Ukraine versucht mit mehreren Gesetzen, dem Mangel an Soldaten an der Front abzuhelfen. So wurde das Wehrpflichtalter gesenkt und die Erfassung von wehrpflichtigen Männern verbessert.
