Die Meldestelle gegen sexuelle Missbrauchsdarstellungen Minderjähriger, Stopline, verzeichnet für das Jahr 2023 die meisten sogenannten „zutreffenden Meldungen“ seit ihrer Gründung vor 26 Jahren. Gemeint sind jene Meldungen, die tatsächlich illegale Inhalte aufzeigen.

10.850 derartiger Meldungen wurden im abgelaufenen Jahr gezählt (siehe Grafik). Im Jahr davor waren es mit 4048 deutlich weniger. Worauf dieser starke Anstieg zurückzuführen ist, lässt sich laut Stopline-Leiterin Barbara Schloßbauer schwer sagen, da die Meldungen anonym einlangen – meist per Webformular der Meldestelle (www.stopline.at), oder per Mail ([email protected]). Auffällig ist, dass die weitaus meisten Hinweise auf Missbrauchsdarstellungen Minderjähriger im Mai 2023 eingelangt sind. Schloßbauer: „Offenbar haben damals wenige Melder sehr viel an uns gemeldet.“ Die Vermutung steht im Raum, dass eine Melder-Gruppe mithilfe spezieller Software verbotenes Material aufgespürt und gemeldet hat.

Ein Drittel „zutreffende Meldungen“

Insgesamt langten im Vorjahr 33.349 Meldungen ein. Diese Zahl ist im Vergleich zu 2022 (33.257) nahezu gleich geblieben. Damit beläuft sich der Anteil der tatsächlich illegalen Inhalte auf etwa ein Drittel der Gesamtzahl der Meldungen.

Stopline kämpft übrigens nicht nur gegen Missbrauchsdarstellungen im Internet, sondern auch gegen Inhalte, in denen es um nationalsozialistische Wiederbetätigung geht. Allerdings wurden solche Delikte im Vorjahr nur in 22 Fällen festgestellt.

Auf die Frage, wie sich der Fall des vormaligen Schauspielers Florian Teichtmeister ausgewirkt habe, erklärte Schloßbauer, dass sie der Verurteilung eine abschreckende Wirkung beimesse. Teichtmeister erhielt im September des Vorjahres zwei Jahre bedingte Haft. Der frühere Burgtheater-Star hatte sich zwischen 2008 und 2021, ungefähr 76.000 Dateien mit Missbrauchsdarstellungen von Kindern und Jugendlichen offenbar aus dem Darknet beschafft. Und diese teils zu Collagen und Diashows zusammengestellt. Verbunden mit dem Urteil wurde Teichtmeister verpflichtet, Auflagen wie etwa das Absolvieren einer Psychotherapie einzuhalten.

Was geschieht, wenn bei Stopline eine Meldung einlangt? Zunächst wird diese geprüft – das heißt: Das Material, auf das hingewiesen wird, wird gesichtet. Handelt es sich um illegale Darstellungen, werden Behörden eingeschaltet. Bei Missbrauch wird das Bundeskriminalamt bzw. die dort tätige Meldestelle verständigt. Bei Verstößen gegen das Verbotsgesetz, zum Beispiel bei Leugnung von NS-Verbrechen, oder bei einem Bruch des Abzeichengesetzes (Beispiel: Zurschaustellen von Hakenkreuzen) wird die Staatsschutz-Direktion informiert.

Zudem wird geprüft, ob der Provider, über den das Material läuft, in Österreich aktiv ist. Dies kommt im Laufe der Jahre nur selten vor, voriges Jahr etwa gab es keinen einzigen Fall. Dazu sagte der Generalsekretär des Verbands der Internet Service Providers Austria (Ispa), Stefan Ebenberger: „Löschen statt sperren hat sich als erfolgreiches Modell im Kampf gegen illegale Inhalte bewährt.“ Zur Erklärung: Stopline wurde 1998 vom Ispa-Verband gegründet. Handelt es sich doch um einen österreichischen Provider wird dieser zur Entfernung der Darstellungen aufgefordert.

Meist haben die illegalen Inhalte ihren Ursprung im Ausland, häufig in den Niederlanden. Dort ist es finanziell günstig, Internet-Plattformen aufzubauen. Zudem existieren in den Niederlanden auch Provider, die mit Meldestellen ungenügend oder gar nicht kooperieren. Liegt also Auslandsbezug vor, verständigt Stopline das Netzwerk Inhope, wo 55 Partner-Hotlines miteinander verbunden sind. Und fordert zur Löschung auf.
