Le chef de l’OMS presse les pays de conclure l’accord sur les pandémies

Le chef de l’Organisation mondiale de la santé (OMS) a pressé vendredi les pays qui négocient un accord sur la prévention et la lutte contre les futures pandémies de “régler ça” alors qu’il ne reste que quelques jours de discussions.

“Je sais que le processus a été difficile et parfois douloureux, et qu’il n’est pas terminé”, a lancé le Dr Tedros Adhanom Ghebreyesus aux diplomates réunis dans la salle de négociation à Genève. “Je sais que vous avez été tous amenés à faire des compromis que vous ne vouliez pas faire.”

Les pays membres de l’OMS planchent sur le projet de traité international depuis deux ans, et ont entamé lundi un marathon de négociations qui doit s’achever le 10 mai, dans l’espoir de trouver un compromis.

Chacun des 37 articles du projet d’accord est examiné à tour de rôle, les négociateurs des pays se répartissant en groupes de travail pour tenter de trouver un consensus.

Après cinq jours de négociations, le Dr Tedros a reconnu que des divergences subsistent, en soulignant que les positions semblaient plus proches qu’auparavant.

L’objectif est de parvenir à un texte prêt à adopter par l’assemblée annuelle des États membres de l’OMS, qui débute le 27 mai.

Le texte contraignant doit permettre d’être prêt lorsque la prochaine catastrophe sanitaire frappera le monde, les pays les plus pauvres insistant sur l’importance de “l’équité”.

Les principaux différends tournent autour de l’équité dans l’accès aux nouveaux agents pathogènes, accès aux vaccins et autres médicaments développés à partir de ces découvertes, leur distribution équitable et le partage des moyens de les produire.

Le nouveau projet se concentre sur les points d’accord pour tenter de trouver l’indispensable consensus, et réserve certains des points les plus délicats à de futures discussions au cours des deux prochaines années.
