However, ratepayers remain sceptical, fearing this may be just the beginning of further development.
"We have no confidence in their ability to bring the golf course back to the standard they've promised or to actually stop with the development," Bradbury said.
"The plans have been amended, they have changed. Who's to say that those plans might not change again in two years' time, in three years' time."
