Weil die Schweiz Impfausweise für Touristen aus Übersee nicht anerkennt: Politiker befürchten Imageschaden

Rund 50 000 Gäste, vorwiegend aus den USA, müssen sich seit Montag vor dem Restaurant- oder Kinobesuch testen lassen. Ihre Impfung berechtigt nicht zum Covid-Zertifikat. Jetzt machen bürgerliche Politiker Druck auf den Bundesrat.

Bis am Montag konnten sich Touristen aus Übersee in der Schweiz frei bewegen. Dies änderte sich schlagartig mit der Ausdehnung der Zertifikatspflicht auf Restaurants, Bars, Kinos, Museen, Freizeitanlagen und Zoos. Solche Besuche, für welche in den Ferien Zeit und Musse da ist, sind plötzlich nicht mehr so einfach möglich. Und dies, selbst wenn die Touristen geimpft sind. Um ihr Ferienprogramm uneingeschränkt geniessen zu können, müssen sich Gäste aus Übersee seit dieser Woche testen.

Das gehe nicht, finden Politiker aus SVP, FDP und der Mitte. Sie vertreten die Anliegen des Tourismus im Parlament. SVP-Nationalrat Thomas Hurter sprach am Donnerstag an einer Medienorientierung von einem enormen Reputationsschaden für die Schweiz. Die Feriengäste würden nicht verstehen, dass sie sich nun alle drei Tage testen lassen müssten, obwohl sie geimpft seien. Hurter vertritt als Aerosuisse-Präsident die Interessen der Schweizer Fluggesellschaften. Laut seinen Informationen halten sich derzeit rund 50 000 Touristen von ausserhalb des EU/Efta-Raumes in der Schweiz auf. Die meisten davon kämen aus den USA und seien wahrscheinlich geimpft.

Behörden sollen sich pragmatisch zeigen

Das Problem ist, dass Touristen aus Übersee kein Schweizer Covid-Zertifikat erhalten. In der Schweiz anerkannt ist nur das Zertifikat der EU. Hurter und seine Mitstreiter fordern, dass sich die Behörden pragmatisch zeigen und die Impfausweise dieser Ausländer anerkennen. Dies solle bereits ab kommenden Montag umgesetzt werden, sagte SVP-Nationalrat Albert Rösti. Dann müssten die Wirte vom «Rössli» und «Bären» die ausländischen Impfausweise kontrollieren.

Rösti räumte ein, dass die Kontrolle der Dokumente keine einfache Sache sei. Man könne jedoch davon ausgehen, dass die allermeisten Touristen geimpft seien. Das Risiko, dass es unter den nicht Geimpften ansteckende Personen gebe, sei in Kauf zu nehmen. Auch Geimpfte könnten in seltenen Fällen das Virus weiterverbreiten.

Der Bundesrat befasst sich morgen mit dem Thema. Er hatte das Problem erkannt und bereits letzte Woche Lösungsvorschläge bei den Kantonen konsultiert. Diese sehen vor, dass auch Touristen aus Drittstaaten ein Schweizer Covid-Zertifikat erhalten können. Voraussetzung ist, dass sie mit einem von der Europäischen Arzneimittelagentur (EMA) zugelassenen Impfstoff geimpft wurden. Derzeit sind in der EU die Impfstoffe von Pfizer, Moderna, AstraZeneca und Johnson & Johnson zugelassen.

Kritik am Vorschlag des Bundesrats

Aufgabe der Kantone ist laut dem Vorschlag des Bundesrats die Kontrolle der Impfausweise. Zudem muss der Bezug zur Schweiz bei jenen Touristen, die erst noch einreisen wollen, überprüft werden. Das kann der Nachweis eines Wohnsitzes oder der Einreise (Flug- oder Bahnticket, Reservation für Übernachtung) sein. Dieses Prozedere sei viel zu aufwendig, kritisiert Rösti. Nach seinen Informationen könne beispielsweise der Kanton Bern pro Tag bloss 10 solcher Eingaben prüfen.

Es gibt noch ein weiteres Problem. Mit der geplanten Regelung sind Touristen, welche mit Sinovac und Sinopharm geimpft wurden, ausgeschlossen. Denn diese Impfstoffe sind von der EU nicht zugelassen. Neben China wurden die beiden Impfstoffe in weiteren asiatischen Ländern, im Nahen Osten, in Afrika und Lateinamerika verabreicht.

Die Tourismus-Vertreter um Rösti fordern deshalb, dass sich die Schweiz an die Liste der Weltgesundheitsorganisation hält. Darauf sind neben den von der EU zugelassenen Impfstoffen auch Sinovac und Sinopharm.

Das Bundesamt für Gesundheit (BAG) lehnt dies jedoch ab, wie es in den Unterlagen für die Kantone heisst. Dadurch, so die Begründung, würde die Überprüfung, ob die Impfnachweise gültig und echt seien, noch aufwendiger. Zudem hätten die Nachbarländer keine Freude, wenn die Schweiz für alle WHO-Impfstoffe Zertifikate ausstellen würde. Weil ein in der Schweiz ausgestelltes Zertifikat auch in der EU gültig ist, würden damit die Vorgaben aus Brüssel umgangen. Die Schweiz läuft Gefahr, die europäische Zertifikatsanerkennung zu verlieren. Die Tourismus-Vertreter fordern das BAG jetzt auf, kreative Lösungen zu suchen.
