Volksinitiative für bedingungsloses Grundeinkommen lanciert: Neuer Anlauf für Gratisgeld für alle

Vor fünf Jahren schickte das Schweizer Stimmvolk die Volksinitiative für ein bedingungsloses Grundeinkommen mit 77 Prozent Nein wuchtig bachab. Doch die Befürworter liessen sich davon nicht entmutigen. In der Stadt Zürich fordert eine städtische Volksinitiative einen lokalen Pilotversuch zum Grundeinkommen. Aufgrund der Corona-Krise fordert auch der Ökonom Thomas Straubhaar in seinem aktuellen Buch «Grundeinkommen jetzt!» einen Systemwechsel für die ganze Gesellschaft.

Auf nationaler Ebene kommt das Thema ebenfalls wieder aufs Tapet: Am Dienstag startet die Unterschriftensammlung für eine neue Volksinitiative unter dem Titel «Leben in Würde – Für ein finanzierbares bedingungsloses Grundeinkommen».

Dahinter steckt der Verein Grundeinkommen Schweiz. Prominente Gesichter im Initiativkomitee: Der ehemalige Bundesratssprecher Oswald Sigg und der Menschenrechtsanwalt Philip Stolkin.

Solidarische Finanzierung

Die Initianten fordern, dass der Bund «den in der Schweiz niedergelassenen Menschen ein bedingungsloses Grundeinkommen gewährleistet», wie es im Initiativtext heisst. «Dieses soll ein menschenwürdiges Dasein in Familie und Gesellschaft, die Teilnahme am öffentlichen Leben und den Einsatz für das Gemeinwohl ermöglichen.» Das Grundeinkommen sei so zu gestalten, dass es zur Erhaltung und Weiterentwicklung der Sozialversicherungen beiträgt.

Über eine konkrete Höhe lässt sich die Initiative nicht aus, stattdessen sollen «Höhe und den Bezug des Grundeinkommens» durch den Gesetzgeber geregelt werden – also das Parlament.

Ebenso wird diesem die Finanzierung überlassen. Die Initiative legt dazu einzig fest: «Sämtliche Bereiche der Volkswirtschaft tragen solidarisch, basierend auf ihren Erträgen, zur Finanzierung bei. Insbesondere werden der Finanzsektor sowie Technologieunternehmen angemessen besteuert und die Erwerbstätigkeit entlastet.»

In den Übergangsbestimmungen nennen die Initianten namentlich «die Transaktionen des Finanzsektors, die Umsätze der Technologieunternehmen und die Kapitaleinkünfte», welche angemessen besteuert werden sollen. Damit nehmen sie auch grosse Internetkonzerne wie Google ins Visier.

Dafür soll der Bund die Gesamtsumme der Einkommen der natürlichen Personen und die Gesamtsumme der Gewinne der juristischen Personen offenlegen. Und die Schweizerische Nationalbank soll die Angaben über den gesamten bargeldlosen Zahlungsverkehr, einschliesslich Giroüberträge, Interbank-Zahlungen, Intrabank-Zahlungen und Zahlungen über neue Technologien veröffentlichen.

Lösungsbeitrag für aktuelle Krisen

Sollte die Initiative angenommen werden, müsste sie innert fünf Jahren umgesetzt werden, fordern die Initianten. Sie sehen ihr Begehren als «Lösungsbeitrag für die aktuellen gesellschaftlichen Gesundheits- und Umweltkrisen». Am Dienstag um 10 Uhr informieren sie an einer Medienkonferenz über ihre Vorschläge und Vorstellungen.

Die 2016 gescheiterte Initiative sah einen Betrag von 2500 Franken pro Monat für jeden Erwachsenen und 625 Franken für jedes Kind vor. Das hätte gemäss Berechnungen des Bundes 208 Milliarden Franken gekostet.
