US-Kammer beantragt Anklage gegen Trump-Vertrauten Bannon

Das US-Repräsentantenhaus verlangt eine Anklage gegen den Rechtspopulisten Steve Bannon wegen einer Behinderung des Kongresses bei der Aufarbeitung der Capitol-Erstürmung vom 6. Januar. Die Kongresskammer votierte am Donnerstag für diesen Schritt, weil der frühere Berater von Ex-Präsident Donald Trump eine Aussage vor einem Untersuchungsausschuss verweigert. Neben den Abgeordneten der Demokraten von Präsident Joe Biden stimmten auch neun von Trumps Republikanern gegen Bannon.

Der parlamentarische Untersuchungsausschuss zum 6. Januar hatte am Dienstag einen Bericht angenommen, in dem Bannon eine Behinderung des Kongresses vorgeworfen wird. Der Bericht wird nun nach dem Votum des Plenums an den für die Hauptstadt Washington zuständigen Bundesstaatsanwalt übermittelt.

Dieser muss in Absprache mit dem Justizministerium über das weitere Vorgehen entscheiden. Bei einer Anklage und Verurteilung drohen Bannon theoretisch bis zu ein Jahr Haft. Wahrscheinlicher wäre aber eine Geldstrafe – wenn es überhaupt zu einer Verurteilung kommt.

Der Untersuchungsausschuss hält den 67-Jährigen für eine Schlüsselfigur bei der Capitol-Erstürmung und deswegen für einen Schlüsselzeugen. Bannon habe bereits im Vorfeld gewusst, dass es am 6. Januar zu Gewalt kommen werde.

Der Untersuchungsausschuss beruft sich unter anderem auf eine Aussage Bannons in seinem eigenen Podcast am Tag vor der Kapitol-Erstürmung. Der Rechtspopulist sagte darin voraus, dass die «Hölle ausbrechen wird». Bannon soll sich am 6. Januar zudem mit anderen Trump-Vertrauten in einer Art informeller Kommandozentrale aufgehalten haben, die in einem Hotel nahe des Weissen Haus eingerichtet worden war.

Bannon kam aber am Donnerstag vergangener Woche einer Vorladung des Untersuchungsausschusses nicht nach. Er berief sich dabei auf ein angebliches Exekutivprivileg Trumps, das es dem Ex-Präsidenten erlaube, gewisse Informationen zurückzuhalten. Die Demokraten argumentieren jedoch, dieses Vorrecht bestehe nur für amtierende, nicht aber für frühere Präsidenten. Zudem arbeitete Bannon in dem Zeitraum, zu dem er aussagen sollte, gar nicht für die Regierung.

Radikale Trump-Anhänger hatten das Capitol gestürmt, als dort Bidens Wahlsieg bei der Präsidentschaftswahl vom 3. November zertifiziert werden sollte. Fünf Menschen kamen ums Leben. Das Repräsentantenhaus leitete zwar umgehend ein Amtsenthebungsverfahren gegen Trump ein; im Impeachment-Prozess im Senat wurde aber die für eine Verurteilung notwendige Zweidrittelmehrheit verfehlt.

Das Repräsentantenhaus richtete in der Folge einen Untersuchungsausschuss ein, um die Hintergründe der Capitol-Erstürmung aufzudecken. Unter anderem sollen frühere Trump-Mitarbeiter befragt werden. Die Abgeordneten wollen auch umfassende Dokumente auswerten. Trump hat allerdings gegen eine Herausgabe von im Nationalarchiv gelagerten Akten aus seiner Amtszeit geklagt.

Der Republikaner hat seine Wahlniederlage gegen Joe Biden bis heute nicht anerkannt. Der 75-Jährige verbreitet nach wie vor die Falschbehauptung, er sei durch massiven Wahlbetrug um eine zweite Amtszeit gebracht worden. Der Rechtspopulist, der sich bei der Parteibasis nach wie vor grosser Beliebtheit erfreut, flirtet immer wieder öffentlich mit einer möglichen Kandidatur bei der Präsidentschaftswahl 2024.
