Tidak wujud 'kartel' manipulasi kenaikan harga ayam

Putrajaya: Kementerian Perdagangan Dalam Negeri dan Hal Ehwal Pengguna (KPDNHEP) mengesahkan tiada pembabitan ‘kartel’ yang memanipulasi pasaran di sebalik kenaikan harga ayam.

Menterinya Datuk Seri Alexander Nanta Linggi berkata, pihaknya bagaimanapun mengadakan kerjasama strategik bersama Suruhanjaya Persaingan Malaysia bagi menyiasat perkara itu mengikut undang-undang negara.

Menurutnya, KPDNHEP memberi fokus dengan memantau pergerakan harga ayam di pasaran menggunakan pelbagai pendekatan, termasuk penguatkuasaan perundangan antipencatutan mengikut Akta Kawalan Harga dan Antipencatutan 2011.

“KPDNHEP memahami kerugian dialami peniaga ketika pelaksanaan Perintah Kawalan Pergerakan (PKP) yang menjejaskan perniagaan mereka.

“Kementerian ingin menasihatkan peniaga di setiap rantaian bekalan ayam supaya tidak mengambil tindakan drastik dengan menaikkan harga bagi menampung kerugian dialami mereka,” katanya melalui satu kenyataan media, hari ini.

Sehingga 14 September lalu, sebanyak 164 premis di seluruh negara diperiksa penguat kuasa KPDNHEP membabitkan 166 bilangan jenis ayam meliputi ayam hidup, ayam standard dan ayam super.

Sebanyak 163 Notis Pengedahan Maklumat Barangan (NPMB) dikeluarkan kepada peniaga yang diperiksa bertujuan mendapatkan maklumat terperinci berhubung kos operasi dan kos belian.

Pada masa sama, sebanyak 145 Surat Pemberitahuan (SP) telah dikemukakan kepada peniaga di setiap rantaian pengedaran yang diperiksa bagi tujuan memberi makluman dan peringatan agar tiada perubahan harga yang menunjukkan kenaikan mendadak dilakukan peniaga.

Alexander berkata, bagi menangani masalah kos tinggi makanan ternakan yang sering diadukan penternak, pihaknya akan mengadakan sesi perbincangan bersama Kementerian Pertanian dan Industri Makanan (Mafi) secara berterusan.

Beliau berkata, perbincangan ini menyasarkan kos tinggi makanan ternakan seperti dedak ayam yang diimport, harga baka ayam dan anak ayam yang mempengaruhi harga ayam di peringkat pengguna agar dapat diminimumkan serta diurus dengan baik.

Katanya, industri dan bekalan ayam serta makanan ternakan dikawal selia oleh Mafi dan kementerian sedia memainkan peranan berkaitan polisi harga ayam pengguna di pasaran.

“KPDNHEP prihatin dan mengambil maklum akan permasalahan harga makanan ayam yang tinggi serta turut menjadi faktor kepada kenaikan harga ayam di pasaran.

“Kira-kira 80 peratus makanan ayam adalah diimport dan kenaikan harga di peringkat global turut mempengaruhi isu harga ayam di pasaran negara.

“Sebagai langkah proaktif, KPDNHEP akan mengadakan pertemuan dan perbincangan bersama Kementerian Kewangan bagi mencari satu penyelesaian jangka panjang yang munasabah serta boleh dilaksanakan oleh kerajaan bagi menstabilkan harga ayam,” katanya.
