The mystery over Angela Rayner’s former council house deepened last night after neighbours said she was described as its ‘landlady’.

Those living close by claimed no one but her brother lived in the property – and the only time they saw Labour’s now deputy leader in the street was during a row when a schoolboy accidentally kicked a football through the window.

Sir Keir Starmer’s deputy is facing calls for a police probe over why she appeared to have given two different addresses in official documents before becoming an MP.

The 43-year-old MP has hit back at accusations of ‘hypocrisy’ over the 2015 sale of the semi-detached property for a £48,500 profit – eight years after buying it under Margaret Thatcher’s right-to-buy pledge, something Labour would look at scrapping.

Ms Rayner denies any wrongdoing but faces questions over why she was registered to vote at the semi-detached house in Vicarage Road in Stockport, yet at the same time gave her former husband Mark Rayner’s address a mile away in Lowndes Lane when re-registering their sons’ births following their 2010 marriage.

Ms Rayner’s house on Vicarage Road when it was for sale. Ms Rayner put her house on the market with an asking price of £139,950 in October 2014, although she had to cut the price before it finally sold nearly a year later for £127,500 in March 2015, according to property website Zoopla

The confusion is significant because under electoral rules, voters are expected to register at their permanent home address. Anyone who knowingly provides false information about the address they are registered to vote at could face conviction and a prison sentence.

However, people living in Vicarage Road insisted the only person they recall living at the house before Ms Rayner sold it was her elder brother, Darren Bowen.

They told the Mail of an incident about a year before the house was sold for £127,500, when a teenager living in the street accidentally kicked a football through a window.

‘Her brother Darren was living there on his own at that point, there definitely weren’t any children there,’ said the boy’s mother, who did not want to be named. ‘It was just a single pane of glass, it would only have cost about £50 to replace, which we were happy to do. Our son hadn’t done it on purpose, it was just a freak accident.

‘Another neighbour had it boarded up, and Darren was very reasonable about it all. But he said he needed to speak to his landlady, who turned out to be Angela Rayner.

‘I went to the same school as her, so I knew who she was, but I’d certainly never seen her in our street before. She said she needed to get involved because her brother wasn’t strong enough to stand up for himself.

‘She came round banging on the door, demanding we pay around £250 for it to be repaired. When we refused she threatened to take us to court.’

The woman’s husband added: ‘We refused to pay what she was asking for because there was no way the repair would have cost that much.

The pictures, taken from when the house was sold by Ms Rayner in 2015, reveal a striking colour scheme of bright orange walls

‘She was just so obnoxious, she must have visited four or five times, demanding money and saying: ‘I’ll see you in court.’

After Ms Rayner was contacted by the Mail, she wrote on X, formerly Twitter: ‘I’ve never been a ‘landlady’.’

Ms Rayner is facing questions over whether she ought to have paid capital gains tax when her house was sold if it wasn’t her main residence – an allegation she denies.

The council house claims are contained in a new book, Red Queen? The Unauthorised Biography of Angela Rayner by Lord Ashcroft, which will be serialised in the Daily Mail and Mail on Sunday next month.

The Mail on Sunday revealed how Ms Rayner bought her council house in 2007 after being granted a 25 per cent discount under right-to-buy legislation. Ms Rayner has been accused of ‘pulling up the ladder’ for other social housing tenants as she has vowed to review the policy if Labour wins the election

Posting a thread on X, Ms Rayner wrote: ‘I owned my own home, lived there, paid the bills there and was registered to vote there, prior to selling the house in 2015. I’ve never been a ‘landlady’, owned a property portfolio or been a non-dom.

‘As with the majority of ordinary people who sell their own homes, I was not liable for capital gains tax because it was my home and the only one I owned.

‘My husband already owned his own home independently. We mutually decided to maintain our existing residences to reflect our circumstances.

‘For all the unhealthy interest taken in my family by Lord Ashcroft and his friends, there is no suggestion any rules have been broken.’
