The Ministry of Transport requested a review of state-invested aviation infrastructure assets

Document signed by Deputy Minister of Transport Le Anh Tuan requires the Civil Aviation Authority of Vietnam to urgently review the list of aviation infrastructure assets invested by the State to Vietnam Airport Corporation. (ACV) is managed in a manner that does not include the composition of State capital in the enterprise as regulated.

According to ACV, aviation infrastructure assets assigned to ACV for management and exploitation under the Scheme on the assignment of management, use and exploitation of aviation infrastructure assets invested and managed by the State have been approved by the Prime Minister. Approved by the Prime Minister includes 453 items, the original price is more than 8,336 billion VND, the remaining value is more than 3,290 billion VND.

Assets being means of transport and equipment serving the exploitation of aviation infrastructure assets are not included in the enterprise value of the equitization, including 45 items, the original cost is more than VND 69 billion, the residual value is more than 14.8 billion.

In Decision 2007 / QD-TTg dated December 7, 2020 of the Prime Minister approving the Scheme on allocation, management, use and exploitation of aviation infrastructure assets invested and managed by the State, Prime Minister assigned Airport Corporation of Vietnam (ACV) to manage, use and exploit airport infrastructure assets at 22 airports invested and managed by the State in a method that does not include components. State capital in the enterprise within the period from the date of this decision to the end of December 31, 2025.

The Ministry of Transport shall decide on the list of aviation infrastructure assets to be handed over to ACV for management, use and operation right after this decision takes effect.

Within 12 months from the date of promulgation of this Decision, the Ministry of Transport shall have to complete the review, classification and determination of the value of assets handed over and report to the Prime Minister for consideration and decision on supplementation in the list of aviation infrastructure assets assigned to ACV mentioned above.

The list includes all information on the value of assets for the accounting, management, use and exploitation of aviation infrastructure assets in accordance with the provisions of Decree No. 44/2018 / ND- Government CP regulates the management, use and exploitation of aviation infrastructure assets.

The Ministry of Transport is also assigned to direct relevant units to inspect, supervise the management and exploitation of aviation infrastructure assets during the assignment of ACV to manage, use and exploit aviation infrastructure assets.

At the same time, propose and report to competent authorities to promptly settle the arises or make appropriate adjustments to manage, use and exploit aviation infrastructure assets effectively, ensuring the state interests./.
