Mai Son Project – National Road 45 has a total length of 63.3km and will be completed in 2022. Mr. Luong Van Long, Project Executive Director (Thang Long Project Management Board – Investor’s Representative), said the project is divided into 5 construction and installation packages, in which the section passing Ninh Binh province has just handed over 8.18 / 14.4 km, and 6.23 km, the section passing Thanh Hoa province handed over 47.46 / 48 , 96km, 1.5km.

The reason is that Tam Diep city, Ninh Binh province has not built the compensation unit price for the types of garden and pond land in the residential area, the identification of the beneficiaries of the policy to support job change is still slow and some households. Not yet granted resettlement land or have not built a new house in the resettlement area … Besides, some sections of the route have been handed over, there are still households who have not relocated, scattered with many reasons. such as not receiving enough compensation money or arising architectural works not yet compensated by statistics … In addition, the situation of many mines and disposal sites is not suitable, unlike survey data at the design step. There are techniques such as expiry date, not planning, reserves are out or reserves are few.

“The handover of the site is not completed in the first quarter, the project will be delayed and cannot be completed by 2022”, Mr. Luong Van Long said.

Facing the above situation, the Minister of Transport Nguyen Van The requested two localities Ninh Binh and Thanh Hoa to commit to the handover of site clearance on schedule in the first quarter of this year.

Mr. Nguyen Cao Son, Vice Chairman of Ninh Binh Provincial People’s Committee, pledged to accelerate the site clearance progress. On February 23, the provincial People’s Council will meet to approve a number of supportive policies to settle for the people and hand over the site to the investor in March.

At the same time, Mr. Mai Xuan Liem, Vice Chairman of Thanh Hoa Provincial People’s Committee, also confirmed that he would hand over the remaining ground area to the construction units to implement the project before March 15.

Regarding the content of soft soil treatment, the Minister asked the Thang Long Project Management Board to work closely with consulting on designing, monitoring and timely reporting on solutions to soft soil treatment.

In addition, regarding the land mine and material price increase compared to the estimate, the Minister asked the Thang Long Project Management Board to review the project file and design to find out errors in the project preparation process. project, process of quantifying mine location, reserves, scale, license … In case of force majeure, the investor and the contractor must have solutions to replace materials and limit the increase in funding.
