PETALING JAYA: Pakar pengangkutan membentangkan bidang-bidang yang perlu diberi perhatian menjelang Belanjawan 2022, dengan meminta, antara lainnya, kos rendah bagi orang ramai, pengurangan dalam projek-projek mega, dan perancangan bagi kesinambungan jangka panjang sektor.

Belanjawan itu, yang dirangka selepas setahun sektor pengangkutan bergelut, menyaksikan penamatan Projek Rel Berkelajuan Tinggi (HSR) KL-Singapura dan penutupan sempadan, yang menyebabkan banyak perniagaan bergantung kepada perjalanan terbantut.

Pakar pengangkutan Goh Bok Yen berkata, kerajaan mesti memperlahankan usaha melaksanakan projek prasarana mahal seperti Projek HSR KL-Johor yang dicadangkan, sebaliknya memberi lebih perhatian kepada kebajikan rakyat.

“Rakyat sekarang sedang benar-benar bergelut. Tiada guna melihat sesuatu yang hanya akan memberi manfaat kepada rakyat dalam tempoh 15 tahun sedangkan ada yang mungkin tidak mampu bertahan dalam tempoh lima tahun,” katanya.

“Kita perlu lupakan perkara seperti landasan ke Johor atau kereta api ke Bangkok buat masa ini. Itu tidak sepenting memastikan ekonomi berjalan dalam jangka pendek.”

Kuncinya adalah memastikan harga petrol rendah, harga tiket bas dan kereta api rendah, serta memastikan pergerakan barangan melalui kurier dan fret lancar, katanya.

“Ini dapat membantu rakyat bangkit semula sepenuhnya. Jika mereka dapat kembalikan kehidupan rakyat kepada normal dalam masa dua tahun, mereka telah melaksanakan tanggungjawab mereka.”

Seorang lagi pakar, Rosli Azad Khan berkata, terdapat banyak persoalan belum dijawab yang mesti diteliti kerajaan dalam menangani belanjawan tahun depan.

“Kenapa kita tidak galakkan pengeluaran motosikal berkuasa elektrik, contohnya?

“Tiada dasar khusus pada masa ini yang memberi insentif kepada langkah ke arah kenderaan elektrik. Negara-negara lain sudah mengambil langkah (ke arahnya), namun bukan Malaysia,” katanya.

Tambahnya, dengan sebilangan projek landasan kereta api seperti ECRL dan MRT sedang berjalan, negara perlu melabur dalam pembuatan komponen kerana “kita terlalu bergantung kepada import bahan-bahan seperti landasan, komponen elektrik, kabel, gerabak, peralatan isyarat, dan seumpamanya”.

Rosli berkata, belum ada sebarang inisiatif khusus diwujudkan untuk menghidupkan semula perniagaan pengusaha bas. Beliau mengingatkan, bas ekspres rentas negeri sudah tidak bergerak hampir 19 bulan akibat wabak.

“Kita perlu lihat beberapa insentif atau bantuan daripada Kementerian Pengangkutan untuk memulakan sektor ini. Belum ada perancangan untuk memulakan semula perjalanan rentas negeri,” katanya.

Tambahnya, sektor ini tidak dapat dimulakan begitu sahaja kerana bas-bas yang tidak beroperasi selama hampir dua tahun mesti diservis sepenuhnya sebelum bergerak semula untuk memastikan keselamatan penumpang.
