Stadtrat gegen Verpachtung von Lorrainebad

Auch im zweiten Teil der Spardebatte folgt das Berner Stadtparlament nicht allen Vorschlägen der Stadtregierung. Noch ist das 32-Millionen-Entlastungspaket nicht fertig diskutiert.

Die Debatte über die Entlastung des Budgets der Stadt Bern will kein Ende nehmen. Am Donnerstagabend traf sich das Stadtparlament zur zweiten – und nicht zur letzten Spardebatte. Denn auch an diesem Abend wurde die Diskussion um die über hundert Vorschläge zum Budget nicht beendet.

Entschieden wurde aber über die Zukunft des Lorrainebads. Dort soll alles bleiben, wie es ist. Der Stadtrat hat den Plänen des Gemeinderats, das Bad zu verpachten, eine Abfuhr erteilt. Mit 53 zu 15 Stimmen stellte sich das Parlament am Donnerstag hinter einen Antrag der SP/JUSO-Fraktion, der sich «gegen die Privatisierung des Lorrainebads» richtete. Der Gemeinderat hatte vorgerechnet, dass mit einer Verpachtung ein Spareffekt von 400’000 Franken jährlich möglich sei. Alleine 100’000 Franken kosten die Badeaufsicht und der Betrieb vom Becken jährlich.

Das Bad sei ein fester Bestandteil des Quartiers, das Vorhaben des Gemeinderats sorge für «Unverständnis», sagte Stadträtin Sara Schmid (SP). Man könne aber nachvollziehen, dass aufgrund der angespannten Finanzlage die geplante Sanierung des Bades für 10 Millionen Franken nicht möglich sei. Es seien daher vorerst die zwingend notwendigen Sanierungen vorzunehmen, welche den Weiterbetrieb des Bades garantierten.

Der Stadtregierung sei es nicht gelungen, dem Parlament und der Öffentlichkeit ihre Pläne für das Bad zu vermitteln, stellte die zuständige Gemeinderätin Franziska Teuscher (GB) in ihrem Statement im Rat fest. Der Gemeinderat habe das Bad nicht privatisieren, sondern verpachten wollen. «Es war nie die Rede davon, Eintritt zu verlangen», so Teuscher.

Geld für Bibliotheken

Während das Lorrainebad weitergeführt werden soll, sprach sich der Rat gegen eine Erhaltung des Hirschengrabenbades nach dem Jahr 2023 aus. Das hatte die SVP gefordert. Ebenfalls keine Mehrheit fand der Vorschlag der SP, dort eine Zwischennutzung mit Räumen für Jugendliche zu planen.

Am Donnerstagabend wurden einzig die Vorschläge zur Sozialdirektion von Franziska Teuscher besprochen. Wo will das Stadtberner Parlament im sozialen Bereich sparen? Wenig überraschend tat sich das rot-grüne Stadtparlament dabei schwer. Es gehe teilweise um «kleine Beträge mit grosser Auswirkung», wie Ursina Anderegg für das Grüne Bündnis (GB) sagte.

Keine Einsparungen machen wollte der Rat etwa bei den Kornhausbibliotheken. Er machte geplante Kürzungen in der Höhe von 50’000 Franken rückgängig. Mehrausgaben gibt es derweil für Förderlektionen in den Schulen. Diese will eine Ratsmehrheit erhöhen. Die SP begründete dies damit, dass die Coronakrise die Chancenungleichheit unter den Schülern erhöht habe, ausserdem verfüge Bern über eine stetig wachsende Zahl von Schülerinnen und Schülern.

Kein Sparen bei Kitas

Mit 58 Ja- zu 16 Nein-Stimmen sprach sich das Parlament auch deutlich dafür aus, dass nicht bei pädagogisch ausgebildetem Personal in Tagesschulen gespart wird – und machte Einsparungen in der Höhe von 15’000 Franken rückgängig. Nur gut ausgebildetes Personal garantiere eine professionelle Betreuung, war der Tenor.

Auf Antrag von Erich Hess (SVP) wurde die Debatte am Donnerstagabend frühzeitig beendet. So wurden nach jenen zu Franziska Teuschers Sozialdirektion (BSS) keine weiteren Sparvorschläge mehr behandelt. Dementsprechend muss nächsten Donnerstag die Debatte um das 32 Millionen Franken schwere Entlastungspaket der Stadt Bern fortgeführt werden.
