Parking ticket on a vehicle in Preston, Lancashire

Fancy parking on pavements in the UK? Well, think again! Changes to parking laws are coming and they might leave you £100 out of pocket. Neighbourhoods may become safer if pavement parking gets banned as the Local Government Association (LGA) suggests, mirroring Scotland’s own rule.

Startline Motor Finance did a study and found that 28 per cent of people reckon parking on pavements is “just lazy”. Meanwhile, almost a quarter want drivers to keep clear for pedestrians. A quarter think it’s doable to park on pavements without blocking people walking by, says Birmingham Live.

Will these controls come into play in England? Simon Williams, head of policy at RAC says: “Pavement parking is at best inconvenient and at worst hazardous for pedestrians and those in wheelchairs, but in England there’s still a massive question about if and when controls will ever be introduced.”

Baroness Vere of Norbiton, who works at the Department for Transport adds: “These are important concerns, and I take them seriously.” She suggests local authorities should take control and stop unnecessary pavement obstructions.

The boss at Startline Motor Finance, Paul Burgess, reckons: “The research clearly shows quite a lot of annoyance around pavement parking and drivers not leaving enough space for pedestrians to get by, which is understandable, although there is some pushback from drivers who believe you can pavement park responsibly.”

“Our suspicion is that many people don’t realise that parking on the pavement is illegal almost everywhere unless signage says it is allowed, and there is probably an argument for making the situation clearer, which is effectively what the LGA is demanding.”

Local authorities have had the authority to enforce a law under Scotland’s transit act that makes parking at dropped kerbs, double parking, and pavement parking illegal since December 2023. Some exceptions will be given by local authorities to ensure safe access for emergency vehicles. Drivers who break this rule could be fined £100. But, if they pay within 14 days, it will only be £50.
