A special investigation team will probe Saturday’s killing of civilians in Nagaland and its report will be completed in a month, Union home minister Amit Shah told the Lok Sabha on Monday. All security agencies must ensure such things do not recur while acting against insurgents, he said and expressed regret over the killings. Shah offered condolences to the bereaved families too.

Security forces shot dead 14 civilians and injured 11 in Nagaland’s Mon district in three incidents, the first of which was a ‘case of mistaken identity’. One soldier also died in rioting which followed. The law and order situation in Nagaland is critical but under control.

Narrating the sequence of events, Shah said the Army received information on movement of insurgents in Mon and the 21 Para Commando unit laid an ambush. A vehicle passing by was asked to stop but it tried to speed away. Suspecting the presence of extremists, security personnel fired. Six out of eight occupants died in the firing. Later, it was found that they were colliery workers. After news of the firing spread, local people surrounded and attacked troops. One soldier was killed in the violence and several injured, Shah said. Seven more civilians were killed when troops fired in ‘self-defence and to disperse the crowd’, he said. On Sunday evening, an agitated crowd targeted Assam Rifles’ operating base and forces killed another civilian.

Shah said that he was in contact with the governor and chief minister. The home ministry also contacted the chief secretary and the director-general of Nagaland Police. “Additional Secretary in charge of northeast was sent to Kohima by the MHA. He held a meeting with the chief secretary and senior officers of paramilitary forces this morning to ensure normalcy is restored at the earliest,” Shah told the Lok Sabha. Expressing dissatisfaction with the statement, Congress, DMK, SP, BSP and the NCP walked out of the House.
