Sidang DUN Sabah gamat, ADUN ‘bising' sesi perbahasan dipendekkan

KOTA KINABALU: Persidangan Dewan Undangan Negeri (DUN) yang tenang sejak pagi tiba-tiba bertukar menjadi tegang apabila pihak pembangkang meminta tempoh sesi perbahasan dilanjutkan.

Permintaan itu dibuat oleh Ben Chong (Warisan-Tanjong Kapor) ketika sedang membahaskan ucapan dasar Tuan Yang Terutama. Sebelum itu beberapa Ahli Dewan Undangan Negeri (ADUN) telah pun selesai berbuat demikian termasuk ketua pembangkang negeri, Shafie Apdal.

Speaker DUN Sabah Kadzim M Yahya pada sesi menjelaskan bahawa ADUN hanya diberi tempoh terhad untuk berbahas dan persidangan berlangsung sehingga 3.30 petang.

Apabila tiba giliran Chong pada jam 2.30 petang, beliau memetik Perintah Tetap 2 yang menetapkan tempoh perbahasan perlu mematuhi peraturan mesyuarat, seterusnya katanya lanjutan waktu patut diberikan.

Katanya, ADUN memerlukan masa secukupnya untuk membangkitkan isu berkaitan rakyat demi mencari penyelesaian.

Kenyataannya itu disokong ADUN Luyang dari DAP Phoong Jin Zhe yang turut merujuk peraturan tetap sama dengan berkata persidangan patut dilanjutkan sekurang-kurangnya sehingga 5.15 petang.

ADUN Tanjung Aru Junz Wong yang juga Naib Presiden Warisan kemudian bangkit dan berkata beliau memahami Kementerian Kesihatan (KKM) menasihatkan tempoh persidangan lebih singkat, namun Speaker boleh membuat keputusan sebaliknya.

Timbalan Speaker George Ginibun yang mempengerusikan persidangan ketika itu berkata, keputusan memendekkan tempoh perbahasan adalah atas nasihat KKM.

Phoong sekali lagi mencelah dengan berkata perkara itu sekadar satu nasihat, dan peraturan mesyuarat menyatakan ia mesti dilanjutkan sehingga 5.15 petang.

“Ini bukan lawan, (tetapi) ini peraturan mesyuarat,” kata Phoong.

Pada peringkat itu, ADUN Pitas Ruddy Awah dari Gabungan Rakyat Sabah berkata, peraturan had masa itu telah ditetapkan oleh KKM.

“Ini peraturan KKM, bukan peraturan kamu, jangan buat kecoh Luyang,” katanya yang juga timbalan menteri sains, teknologi dan inovasi negeri.

Tambahnya: “Bukan Speaker buat (peraturan). Kita ada undang-undang, apa kecoh-kecoh, Speaker sudah beritahu awal-awal (had waktu berbahas),” sebelum mikrofonnya dipadamkan.

ADUN Merotai dari Warisan Sarifuddin Hatta cuba meredakan keadaan dengan berkata, “Mana-mana YB boleh suarakan pandangan tetapi terpulang kepada Speaker. Janganlah kita gaduh… ‘steady’ bah.”

ADUN Paginatan Abidin Madingkir dari STAR kemudian turut menambah, tiada sesiapapun membantah ketika Speaker menjelaskan mengenai had waktu perbahasan pada sesi pagi.

“Esok masih ada masa lagi. Speaker juga telah berkata sesiapa yang tiada peluang (berbahas) boleh dibawa pada sidang Dun bulan November,” katanya.

ADUN Kiulu Joniston Bangkuai dari PBS kemudian berkata Kadzim susulan itu berkata tempoh persidangan perlu mematuhi nasihat KKM dan sekali lagi menegaskan tiada sesiapa yang membantah ketika beliau menjelaskan perkara itu, terdahulu.

“Jadi kita akan mematuhi had waktu sehingga 3.30 petang,” katanya.
