Toronto City Council’s decision to ban tobogganing on 45 hills in the local area over safety fears has left residents furious.
The authority has put up signs warning people to keep off the snow-covered slopes during the winter.
‘Tobogganing is not allowed on this hill,’ one sign at the top of a popular spot in East Lynn Park reads. ‘Hazards such as trees, stumps, rocks, rivers or roads make this hill unsafe.’
The adventurers are then directed to a website which maps out the city’s 29 designated toboggan hills for use in 27 parks.
But city councilor Brad Bradford, who uses the hill to toboggan with his children, believes this move affirms Toronto’s reputation of ‘no-fun’.

Residents in Toronto have been complaining about the signs which went up in the city around a month ago.
‘Frankly, it’s embarrassing,’ councilor Bradford told the Toronto Star. ‘It’s the same sort of misguided big bureaucracy that led to an attempt to ban street hockey and it’s just absurd.
‘This is part of the Canadian experience, growing up in winter cities, and Toronto shouldn’t be the exception to that.’
But he does not think the signs will stop anyone from tobogganing on hills and insists that people understand the risks and should be allowed to make their own decisions.
‘It’s just going to make people cynical about the City of Toronto, which continues to move in the direction of no-fun city,’ Bradford said.
Toronto City Council first launched a program in 2017 in which it inspects popular toboggan hills to make sure there are no hazards obstructing the slope.
‘The number of prohibited and designated toboggan hills is dynamic and may change minimally year-over-year depending on site conditions,’ it said in a statement.
‘East Lynn Park was assessed using the toboggan hill inspection process and deemed unsafe due to several permanent obstacles and safety hazards onsite, including a staircase, wading pool, field house building, light poles and trees.’

The city states that ‘designated toboggan hills must have a clear path from the top of the slope to the bottom, without any obstacles or hazards such as trees, ditches, trails or fencing, etc.’
City staff did not have to consult council or residents about the signs due to a bylaw already place.
Resident Troy Burtch thinks people will ignore the warnings and continue to go tobogganing.
‘It’s not going to stop us from enjoying the hill,’ he said. ‘We know the risks of going down a hill on a piece of plastic.’
Ricki Gurwitz, a mother of two, said: ‘The fear of liability is ruining modern childhood.
‘I used to toboggan all the time with friends when I was a kid, and it was one of my favorite parts about winter.’
Counselor Bradford does not want the city to try and enforce compliance.
‘If the City of Toronto really wants to embarrass itself and become a national news story, then yeah, they will be sending bylaw officers out there to ticket kids for tobogganing on a hill,’ he said.
