Rungutan lama, jurang pembangunan punca sentimen negatif Sabah dan Sarawak, kata penganalisis

PETALING JAYA: Rungutan lama dan jurang pembangunan menjadi antara sebab mengapa tanggapan “Sabah untuk rakyat Sabah, Sarawak untuk rakyat Sarawak” masih wujud biarpun 58 tahun telah berlalu sejak pembentukan Malaysia pada 1963.

James Chin dari Institut Asia di Universiti Tasmania dalam satu perbincangan panel mengenai politik dinamik di Sabah, Sarawak dan Semenanjung berkata: “Terlalu banyak kesilapan dilakukan dan terlalu banyak janji yang tidak ditepati.”

Menerusi forum dianjurkan dengan kerjasama Zubedy dan Universiti Taylor semalam, Chin berkata sentimen negatif yang timbul dari peringkat bawahan juga disebabkan ramai berasa terpinggir daripada arus pembangunan perdana.

Rakyat Sabah dan Sarawak juga berpandangan bahawa banyak sumber mereka telah diambil yang akhirnya digunakan untuk melakukan pembangunan di Semenanjung.

Katanya, pembangunan prasarana di Sabah dan Sarawak terlalu perlahan dan tertinggal sekurang-kurangnya 10 hingga 15 tahun di belakang Semenanjung.

“Sebagai contoh, sistem lebuh raya pertama yang dibina di Semenanjung ialah pada 1980an tetapi lebuhraya yang menghubungkan Sabah dan Sarawak masih belum siap lagi – ini adalah jurang 30 tahun.”

Kata beliau, sikap kuasa politik Melayu sebelum 2008 sering melihat Sabah dan Sarawak sebagai “deposit tetap” di mana pengundi akan terus memilih mereka untuk status quo.

“Ini, bagaimanapun, berubah pada 2018 apabila bekas perdana menteri Najib Razak memperuntukkan RM1 bilion untuk pembangunan dan melantik dua timbalan speaker dari negeri Borneo,” kata Chin.

Sementara itu, bercakap mengenai pembaharuan ke arah melaksanakan Perjanjian Malaysia 1963 (MA63) seperti dinyatakan dalam Perjanjian Persefahaman (MoU) antara Pakatan Harapan (PH) dan Perdana Menteri Ismail Sabri Yaakob baru-baru ini, beliau berkata satu perkara yang boleh dilaksanakan sebelum perjanjian itu tamat pada Julai tahun depan ialah meluluskan pindaan Perkara 1(2) Perlembagaan Persekutuan.

Rang undang-undang (RUU) itu yang dibentangkan pada 2019 oleh pentadbiran PH ketika itu untuk mengembalikan status Sabah dan Sarawak serta diberi hak sama rata dengan negeri-negeri lain.

Bagaimanapun, ia gagal mendapatkan sokongan dua pertiga di Dewan Rakyat.

Cadangan pindaan itu bagi menyenaraikan Negeri-negeri Persekutuan terdiri daripada Johor, Kedah, Kelantan, Melaka, Negeri Sembilan, Pahang, Perak, Perlis, Pulau Pinang, Selangor dan Terengganu dan Sabah dan Sarawak.
