Hanoi City ranked 9th with 66.93 points; Ho Chi Minh City ranked 14th with 65.7 points. Ranked last in Bac Lieu province with 59.61 points, VCCI rated this score as “Relatively low”, with Kien Giang and Ha Giang provinces in the same group.
