Pua selar Dr M bersikap remeh, lebih percaya hartawan ‘tidak jujur’

PETALING JAYA: Seorang pemimpin DAP hari ini menyifatkan bekas Perdana Menteri Dr Mahathir Mohamad sebagai seorang yang “amat selektif mengenai ingatannya” selain cenderung mempercayai “kata-kata hartawan asing yang amat tidak jujur”.

Setiausaha Publisiti DAP, Tony Pua, melontarkan kritikan itu bagi menjawab dakwaan Mahathir bahawa beliau bertindak melampaui kuasa dan campur tangan dalam rundingan komersial melibatkan kerajaan semasa Pakatan Harapan (PH) memerintah. Ketika itu, Pua adalah Setiausaha Politik kepada Menteri Kewangan Lim Guan Eng.

Pua yang juga Ahli Parlimen Damansara berkata, Mahathir membuat dakwaan itu dalam memoir terbarunya.

“Saya kesal kerana Mahathir amat selektif mengenai apa dalam ingatannya. Amat malang (juga) beliau memilih untuk mempercayai kata-kata seorang hartawan asing yang amat tidak jujur, yang sebelum ini disabit kesalahan melakukan penipuan berbilion rupiah melibatkan Bank Bali 2009,” katanya dalam kenyataan.

Pua merujuk kepada Djoko Tjandra, hartawan dari Indonesia – yang turut disabit atas kesalahan pemalsuan pada 2020 dan rasuah pada tahun ini dan kini menjalani hukuman penjara.

Dalam memoir itu, Pua mendakwa Mahathir menuduhnya sebagai penasihat kepercayaan Guan Eng “yang melibatkan diri dalam rundingan perniagaan yang membabitkan kerajaan, walaupun tidak mempunyai kuasa untuk berbuat demikian”.

Beliau berkata, tuduhan spesifik Mahathir itu merujuk kepada pembinaan bangunan Exchange 106 yang merangkumi projek kontroversi Tun Razak Exchange ketika Najib Razak menjadi Perdana Menteri.

Dalam menghuraikan peranannya bersabit perkara itu, Pua berkata, Mulia Property Development Sdn Bhd memperoleh pertimbangan khas berupa “bail out” daripada Najib selepas gagal memperoleh pinjaman bank bagi membiayai pembinaan projek bernilai RM3 bilion itu.

Pua berkata, kegagalan itu kerana pemilik utama syarikat berkenaan ialah Tjandra atau lebih dikenali Joe Chan atau Pak Jo.

Najib lulus pinjaman

Bagaimanapun, pada 2016 dalam usaha menyelamatkan projek itu, Najib meluluskan pinjaman RM1.8 bilion menerusi jaminan kerajaan kepada Mulia Property sebagai pertukaran untuk memperoleh 51% pegangan hak milik projek itu untuk tempoh sementara, kata Pua.

Pua berkata, selepas menjadi Menteri Kewangan pada 2018, Guan Eng diberikan taklimat oleh pegawai kanan kementerian mengenai pelbagai kepincangan projek itu, termasuk kegagalan memperoleh kelulusan beberapa agensi.

“Yang paling serius ialah pembayaran dan transaksi kewangan yang tidak wajar,” katanya.

Beliau berkata, antara syarat dikenakan atas pinjaman kerajaan kepada syarikat itu ialah Kementerian Kewangan berhak membeli keseluruhan ekuti baki 49% projek itu daripada Mulia pada harga RM1 jika pinjaman berkenaan tidak dijelaskan dalam tempoh ditetapkan.

Katanya, Guan Eng mengambil keputusan, pinjaman kepada Mulia terikat kepada syarikat itu memperoleh segala kelulusan agensi kerajaan yang diwajibkan dan apa juga penyelewengan diperbetulkan bersabit projek itu.

“Saya telah dikerah oleh menteri untuk memantau kemajuan tindakan yang diambil bersabit isu berkenaan. Bagaimanapun, semua rundingan dan perbincangan dengan Mulia diketuai oleh Asri Hamidon selaku Ketua Setiausaha Perbendaharaan hari ini. Saya tidak pernah hadir dalam perbincangan mereka,” katanya.

Pak Joe marah

Pua berkata, Pak Joe amat marah apabila dimaklumkan projek itu dikenakan “penelitian wajar” (due diligence) oleh kerajaan ketika itu, sebagaimana diperuntukkan dalam perjanjian pemegang saham, setelah menerima “layanan diraja” daripada Najib sebelumnya.

Beliau berkata, seorang penasihat yang dipercayai Mahathir kemudian mengatur pertemuan antara Pak Joe dan Perdana Menteri ketika itu bagi membolehkan ahli perniagaan warga Indonesia itu membuat bantahan mengenai “layanan” Kementerian Kewangan terhadapnya.

“Mahathir amat marah apabila diberitahu Pak Joe bahawa Tony Pua telah ‘mengugut’ untuk mengambil alih pegangan 49% Mulia untuk hanya RM1 walaupun Pak Joe telah melabur lebih RM1.1 bilion dalam projek itu,” kata Pua.

“Mungkin saya menjadi sasaran mudah kepada sesiapa yang tidak berpuas hati dengan tindakan Kementerian Kewangan menangani masalah yang ditinggalkan Najib atau mungkin Mahathir sendiri berat sebelah atau prejudis terhadap saya.

“Apa pun, cara paling senang untuk membuat Mahathir marah ialah dengan mendakwa ada bos perniagaan besar tertentu yang tidak dilayan secara adil,” katanya.

Pua berkata, Pak Joe ditahan i oleh Interpol di Kuala Lumpur pada 2020. Beliau juga didapati merasuah pegawai kanan polis dan pendakwa raya.

“Semua dokumen ini (salah laku Pak Joe) diberikan kepada Mahathir,” katanya.

Pua berbangga kerana memainkan peranan dalam melindungi hak pembayar cukai Malaysia dan memastikan projek berkenaan disiapkan tanpa merugikan kerajaan.

“Mahathir sepatutnya berbangga kerana kerajaan pimpinannya berjaya melindungi kepentingan rakyat dalam skandal berbilion ringgit ini dan sepatutnya merakamkan kejayaan itu dalam memoirnya.

“Sebaliknya, beliau memilih untuk bersikap remeh dan menulis (dalam memoirnya) bagaimana beliau bertindak ke atas seorang ‘setiausaha politik rendahan’ kepada Menteri Kewangan,” katanya.
