In particular, the Prime Minister assigned the Ministry of Planning and Investment to assume the prime responsibility for studying and proposing the synchronous pilot implementation of specific mechanisms and policies on planning, public investment, finance – budget to build and develop. Thua Thien Hue province becomes a city directly under the Central Government; report to the Government for consideration and submission to the National Assembly and to the National Assembly Standing Committee for consideration and decision.

The Ministry of Planning and Investment presides over researching and proposing specific policies and mechanisms for other localities to ensure the consistency and consistency of the legal system.

The head of the Government also requested the Ministry of Construction to urgently preside over the organization to review regulations on urban classification criteria. On that basis, proposing amending and supplementing relevant provisions in Resolution 1210/20216 of the National Assembly Standing Committee, in which focusing on studying and supplementing regulations applicable to urban areas specific substance and report to the Government for consideration before submitting it to the Standing Committee of the National Assembly in August.

In addition, the Ministry of Home Affairs is assigned to assume the prime responsibility for reviewing the implementation of regulations on standards of administrative units and classification of administrative units and proposing amendments and supplements to a number of provisions in Resolution No. 1211 / 2016 of the National Assembly Standing Committee. In particular, research focus, additional regulations on the establishment of administrative units for urban areas with special values ​​of cultural heritage, history and tourism.

At the same time, the Ministry of Home Affairs also has to summarize the arrangement of administrative units at district and commune levels in the period 2019-2021 specified in Resolution No. 653/2019 of the National Assembly Standing Committee on the administrative units at district and commune levels in the period of 2022-2030. The Ministry of Home Affairs reports to the Government for consideration, before submitting it to the Standing Committee of the National Assembly in August.

The Government Office will monitor and urge the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Construction, the Ministry of Justice, the People’s Committee of Thua Thien Hue province and relevant ministries and agencies to ensure progress and quality.
