The police were notified of the attack a little after noon on Saturday.
The dog owner is charged under section 28 of the Dog Act, which deals with punishment for a dog owner who intentionally or negligently fails to prevent the dog from unlawfully attacking or injuring a person.
The penalty under this section is a fine or imprisonment for up to six months.
The police continue to clarify the circumstances surrounding the incident. Forensic scientists investigated the scene on Saturday.
