The congestion rate in some jails in the country has reached 2,700%, Sandiganbayan Associate Justice Karl Miranda said on Friday.

“Iyong congestion ng ating jails and prisons, it is ranging on average of 376% something like that. But in some jails, umaabot ng 2,700%,” Miranda said in a Bagong Pilipinas Ngayon interview.

(The average congestion rate in our jails was running around 376%. But in some jails it has reached 2,700%.)

Authorities are considering making bail more affordable as part of the effort to decongest the jails in the country, the anti-graft court official said.

“Maybe we can make bail more affordable. Most of them are indigents who cannot afford bail,” he said.

If the offense is bailable and not serious, Miranda said the offender should be able to bail out to avoid crowding in detention facilities.

Aside from this, Miranda said prosecutors should only accept strong cases with a strong chance of conviction, as advised by the Department of Justice.

The Justice Sector Coordinating Council—composed of the Supreme Court, the Department of Justice, and the Department of the Interior and Local Government—is set to conduct a National Jail Decongestion Summit on December 6 and 7.

According to Miranda, the summit aims to gather stakeholders to discuss solutions to speed up the administration of justice in the country.—LDF, GMA Integrated News
