The police have issued an emergency advisory as per which all non-local labourers in Kashmir have to be shifted to the nearest army or police camps immediately. According to an estimate, there are over 50,000 migrant labourers living in Kashmir Valley currently.

The urgent advisory has been issued by the Inspector General of Police in Kashmir to all parts of Kashmir zone in Jammu and Kashmir. The advisory reads, “All non-local labourers in your respective jurisdictions be brought to nearest police/CAPF/Army establishments/camps just now.”

The advisory comes in the wake of a terrorist attack in which two non-local labourers were shot dead and another injured in Kulgam district of South Kashmir on Sunday.

CIVILIAN KILLINGS IN KASHMIR

Eleven civilians have been murdered by terrorists in Kashmir over the last 15 days, sparking fear in the valley.

On Saturday, a street hawker from Bihar and a labourer from Uttar Pradesh were killed in two back-to-back attacks by terrorists in Jammu and Kashmir.

Earlier this month, a street hawker from Bihar, Virendra Paswan, was killed by terrorists in Srinagar’s Eidgah area.

COUNTER-TERRORIST OPERATIONS

On account of the recent spate of civilian killings, security forces have intensified their anti-terrorist operations in Jammu and Kashmir.

Over the last ten days, security forces have killed thirteen militants in nine such operations. The police have claimed that four terrorists responsible for four civilian killings in Jammu and Kashmir in the first week of October have been killed in these nine encounters.

Meanwhile, Tapan Deka, the special director of the Intelligence Bureau (IB), reached Srinagar on Saturday. He was sent by the Ministry of Home Affairs in the aftermath of the killing of two non-locals on Saturday.

The IB is also going to hold a National Security Strategies conference on Monday during which the issue of civilian killings and cross-border terrorism are likely to be discussed.
