Munasabah, bank tetap untung

Saranan pengecualian bayaran faedah bagi penerima moratorium oleh Kementerian Kewangan (MOF) adalah munasabah dilakukan berikutan situasi ekonomi pada masa kini.

 Penganalisis ekonomi Universiti Kuala Lumpur (UniKL) Business School, Prof Madya Dr Aimi Zulhazmi Abdul Rashid berkata, institusi perbankan adalah sektor yang kritikal dalam pemulihan ini terutama sekali dalam menyokong sistem kewangan negara.

Beliau berkata, pihak bank tidak mempunyai masalah besar sebenarnya sekiranya moratorium diberikan lagi.

  “Pada tahun lalu, institusi perbankan memberikan moratorium enam bulan secara automatik kepada semua peminjam dari bulan Mac hingga September,  malah diteruskan lagi selepas itu secara bersasar kepada golongan B40.

“Namun, prestasi kewangan bank mencatatkan keuntungan berlipat ganda seperti yang diumumkan Public Bank dan Bank Islam untuk tahun kewangan 2020.

“Tambahan lagi, moratorium itu mengawal peningkatan pinjaman tidak berbayar (NPL) apabila ia berjaya membantu mereka yang terkesan…ini sebenarnya mengurangkan peruntukan provision of bad loans,” katanya kepada Bisnes Metro.

 Menurutnya, kadar dasar semalaman (OPR) pada 1.75 peratus dan kecairan tunai yang tinggi di pasaran modal membenarkan jumlah transaksi yang aktif, justeru, ia membantu bank membuat keuntungan daripada aktiviti jabatan perbendaharaannya.

 Dr Aimi Zulhazmi berkata, langkah MOF mengarahkan institusi perbankan untuk mengusahakan pengecualian bayaran faedah membabitkan penerima moratorium dari kumpulan 50 peratus terbawah daripada keseluruhan rakyat Malaysia dan perusahaan kecil dan sederhana (PKS) terjejas juga langkah terbaik.

  Beliau berkata, golongan ini sememangnya terjejas teruk, apatah lagi dikatakan sebahagian daripada segmen M40 sudah menjadi B40 dan B60.

  “Ramai yang masih tercari-cari kembali pendapatan apatah lagi untuk sampai ke tahap sebelum pandemik melanda.

  “Statistik daripada Jabatan Standard Malaysia (JSM) juga menunjukkan berlaku penurunan median pendapatan bulanan negara pada tempoh hingga akhir Jun 2021.  Kadar pengangguran, antara 4.7 ke 4.9 peratus.

  “Hakikatnya jumlah tenaga kerja turut meningkat kepada 16 juta orang dan sudah pasti  jumlah yang menganggur turut bertambah. Ini membimbangkan kerana kadar inflasi turut naik, laporan kenaikan harga barang terutama di luar bandar lebih tinggi peratusannnya daripada di bandar.

  “Jadi kesan dua hala, pengurangan pendapatan dan kenaikan harga barang adalah masalah utama khususnya kepada golongan rentan ini,” katanya.

  Menurutnya, pengecualian faedah moratorium ini juga perlu diberikan kepada PKS yang hampir berjumlah 1.1 juta di negara ini kerana mereka adalah elemen penting kepada ekonomi negara.

  Katanya, sektor PKS ini pernah menyumbangkan hampir 38 peratus kepada Keluaran Dalam Negara Kasar Negara (KDNK) dan menjadi majikan kepada 60 peratus tenaga kerja negara.
