MOSCÚ, 27 abr (Reuters) – Rusia podría responder a cualquier confiscación de Estados Unidos de sus reservas de divisas congeladas en Occidente confiscando activos, incluidas propiedades y dinero en efectivo, de ciudadanos e inversores estadounidenses en el país, dijo el sábado el influyente Dmitri Medvédev.

La Cámara de Representantes aprobó un proyecto de ley que permite al Gobierno de Joe Biden confiscar activos rusos depositados en bancos estadounidenses y transferirlos a Ucrania, algo que el Kremlin ha dicho que sería ilegal y desencadenaría represalias.

En respuesta a la guerra en Ucrania, Washington y sus aliados prohibieron las transacciones con el banco central y el Ministerio de Finanzas rusos y bloquearon unos 300.000 millones de dólares de activos soberanos rusos en Occidente, la mayoría de los cuales se encuentran en instituciones financieras europeas no estadounidenses.

Medvédev, un estrecho aliado del presidente Vladimir Putin y Vicepresidente del Consejo de Seguridad ruso, dijo que Moscú no podrá tomar represalias contra Estados Unidos por la incautación de sus reservas.

“La razón es clara: no tenemos una cantidad significativa de bienes de propiedad estatal estadounidense, incluyendo dinero, derechos y otros activos. Por lo tanto, la respuesta sólo puede ser asimétrica. No es un hecho que vaya a ser menos dolorosa”, escribió Medvédev en su canal oficial de Telegram.

“Estamos hablando de la ejecución hipotecaria, por ejemplo por decisión judicial, de bienes de particulares situados en la jurisdicción de Rusia (dinero, bienes muebles e inmuebles en especie, derechos de propiedad)”.

“Se trata de algo complejo, ya que estos particulares actuaban normalmente como inversores en la economía rusa”, dijo Medvédev. “Y nosotros les garantizábamos la inviolabilidad de sus derechos de propiedad privada. Pero ocurrió lo inesperado: su Estado nos declaró una guerra híbrida. Hay que responder a esto”.

El funcionario destacó que habría que cambiar la legislación rusa para permitir este tipo de confiscaciones de bienes en favor del Estado ruso.
