KUALA LUMPUR: Moratorium cukai eksais perlu dikekalkan dalam Belanjawan 2022 bagi memperkasakan usaha merencatkan taktik licik penyeludupan rokok haram.

Pengarah Urusan Advokasi Jenama Runcit dan Dagangan (RTBA) Malaysia, Datuk Fazli Nordin, berkata ini kerana perdagangan rokok seludup di negara ini dijangka terus meningkat disebabkan kekangan kewangan dan strategi licik penjenayah susulan langkah diambil untuk menghentikan dagangan rokok seludup di dalam Belanjawan 2021.

“Melangkah ke hadapan, ia akan menjadi sesuatu yang tidak produktif untuk meningkatkan cukai eksais kerana pastinya menguntungkan sindiket jenayah dan menyingkirkan terus kesan positif yang dibawa menerusi langkah dalam Belanjawan 2021.

“Oleh itu, moratorium cukai eksais perlu dikekalkan dalam Belanjawan 2022, sementara lebih banyak dana diperlukan bagi memperkasakan inisiatif penguatkuasaan di kawasan perairan,” katanya dalam kenyataan hari ini.

Kenyataan dikeluarkan itu susulan pelancaran Laporan Negara: Perdagangan Rokok Seludup 2021 Malaysia berdasarkan analisis maklumat awam dan perbincangan dengan sumber rapat, mengetengahkan tahap kelicikan dan tipu muslihat sindiket untuk melepasi inisiatif anti penyeludupan seperti diumum kerajaan dalam Belanjawan 2021.

Fazli berkata, berdasarkan laporan berkenaan pihak berkuasa merampas sejumlah 40 juta batang rokok seludup tahun lalu dan sebanyak 84 juta batang dirampas daripada operasi anti penyeludupan di perairan negara pada suku pertama tahun ini.

Katanya, laporan turut mendapati sindiket jenayah kini terpaksa menurunkan harga dan kos bagi menampung kerugian daripada penyeludupan secara kuantiti besar menerusi ‘transhipmen’ di pelabuhan besar sebelum ini kepada bilangan lebih kecil, tetapi dihantar lebih kerap menerusi laluan penyeludupan di pantai.

“Disebabkan pertukaran dalam strategi rantaian pembekalan ini, mereka juga menanggung kos lebih tinggi untuk menggunakan rumah sewa, lot kedai komersial dan rumah persendirian sebagai gudang penyimpanan produk seludup.

“Pertambahan kos itu diturunkan kepada pengguna yang kini harus membayar RM9 bagi sekotak rokok seludup, berbanding RM6 sebelum pengenalan langkah anti penyeludupan Belanjawan 2021.

“Kos rokok seludup yang tinggi mungkin kelihatan seolah berita baik bagi usaha memerangi perdagangan haram, namun kos rokok sah masih jauh lebih mahal.

“Semakin ramai pengguna dijangka beralih kepada rokok seludup yang masih murah, berbanding produk sah disebabkan kekangan kewangan akibat pandemik COVID-19,” katanya.

Susulan laporan itu, beliau berkata, RTBA Malaysia akan menerajui beberapa siri inisiatif untuk mendidik rakyat negara ini mengenai impak dagangan rokok haram ke atas nilai sosio-ekonomi Malaysia menerusi pelbagai platform media.
