MANILA, Philippines – The Land Transportation Office (LTO) on Thursday announced that it will relax the implementation of the “No Registration, No Travel” policy this December “in the spirit of the Yuletide season.” LTO chief Atty. Vigor D. Mendoza II  said that he has ordered all LTO enforcers to just warn the drivers of unregistered motor vehicles. “Panahon ngayon ng pagdiriwang at ayaw naman natin na ang inyong LTO ay magdudulot pa ng stress sa ating mga kababayan,” Mendoza said in a statement. (This is the time to celebrate, we don’t want the Land Transportation Office to be a source of stress.) The strict implementation of the policy will resume in January 2024, Mendoza said. “Pero gusto ko lang linawin na walang forever ang pagluluwag natin sa mga delinquent motor vehicles. Pagkatapos ng New Year celebration, balik ulit tayo sa dating paghihigpit,” he continued. (But I just want to clarify that our leniency towards delinquent motor vehicles is not forever. After the New Year celebration, we will strictly implement the policy anew.) He likewise suggested that vehicle owners set aside a part of their 13th-month pay and bonus for the renewal of their vehicles’ registration. The LTO noted that as of Wednesday, it had apprehended 4,864 drivers of unregistered vehicles nationwide. On November 16, the LTO reported that approximately 24.7 million or approximately 65 percent of all motor vehicles nationwide are unregistered.
