Le marché du crédit immobilier continue de s'écrouler et est au plus bas depuis 10 ans

Si les taux d’intérêt des crédits immobiliers continuent de baisser, ils atteignent encore en moyenne 3,94% en mars toutes durées confondues.

L’amorce d’une baisse des taux et des banques de nouveau allantes n’y font rien, pour l’instant: le montant total des nouveaux crédits immobiliers continue de dégringoler, selon les données de la Banque de France publiées lundi 6 mai.

Le montant des nouveaux crédits à l’habitat, hors renégociations, a de nouveau baissé en mars, à 6,7 milliards d’euros, soit le volume le plus bas depuis près de 10 ans (6 milliards d’euros en octobre 2014, toujours hors renégociations). Il était le mois précédent de 7,4 milliards d’euros.

Comme le note sur X (ex Twitter) Sandrine Allonier, fondatrice de Comnipresence et experte en immobilier, la production de l’ensemble des nouveaux crédits à l’habitat (renégociations comprises donc) a chuté de 65% depuis mars 2022.

Le taux d’intérêt moyen de ces nouveaux prêts est pourtant plus favorable aux emprunteurs, selon la même source, passant de 4,11% en février à 3,94% en mars, soit le deuxième mois consécutif de baisse après le pic de janvier (4,17%).

Des prix trop élevés

Ces taux s’entendent hors frais et assurance. Tous frais compris, le taux était entre janvier et mars de 4,79% pour une durée de 20 ans et plus, selon la Banque de France.

Si ce mouvement de baisse et des appels du pied des banques sont normalement de nature à dynamiser le marché, les candidats à la propriété ne se bousculent pas au portillon. Le frein principal est partagé par l’ensemble des acteurs du marché: un prix de l’immobilier toujours élevé.

Le coût du crédit, significatif pour les candidats à l’emprunt même avec un début de baisse des taux, pèse sur le pouvoir d’achat immobilier des ménages.

Le HCSF dans le viseur

Les banques et les courtiers considèrent enfin que le marché est freiné par certaines règles édictées par le Haut Conseil de stabilité financière (HCSF), qui encadre entre autres les conditions d’octroi de crédit immobilier, notamment en matière d’investissement locatif.

Le marché du crédit immobilier a été animé ces dernières semaines par une proposition de loi portée par le député Renaissance Lionel Causse, soutenue par Bercy, visant à réformer le HCSF.

Critiquée par la Banque de France et vidée de sa substance par plusieurs amendements, cette proposition de loi a finalement été retirée lundi dernier par son auteur.

La date de la prochaine réunion trimestrielle de l’instance, qui réunit notamment le gouverneur de la Banque de France François Villeroy de Galhau et le ministre de l’Economie Bruno Le Maire, n’a pas encore été annoncée.
