Los investigadores de la ONU que examinan las acusaciones de Israel de que 12 empleados de la agencia de refugiados palestinos de la ONU, UNRWA, participaron en los ataques de Hamas del 7 de octubre, cerraron un caso debido a la falta de evidencia por parte de Israel y suspendieron otros tres, dijo el portavoz de la ONU, Stephane Dujarric, el viernes.

Dijo que la investigación realizada por la Oficina de Servicios de Supervisión Interna (OIOS) continúa en los ocho casos restantes.

En el caso cerrado, Dujarric dijo que “Israel no proporcionó evidencia para respaldar las acusaciones contra el miembro del personal” y que la ONU está “explorando acciones administrativas correctivas que se tomarán en ese caso”.

Dijo que tres casos fueron suspendidos “ya que la información proporcionada por Israel no es suficiente para que la OIOS proceda con una investigación”. Dijo que la UNRWA está considerando qué acción administrativa tomar.

Después de que el gobierno israelí presentara inicialmente 12 casos a finales de enero, Dujarric declaró que se presentaron otros siete casos ante la atención de las Naciones Unidas en marzo y abril. Según él, uno de esos casos fue suspendido a la espera de recibir pruebas adicionales de apoyo, y las seis investigaciones restantes continúan.

La UNRWA proporciona educación, salud y ayuda a millones de palestinos en Gaza, Cisjordania, Jordania, Líbano y Siria.

El Secretario General de la ONU, Antonio Guterres, ha descrito a la agencia como “la columna vertebral de toda la respuesta humanitaria en Gaza” y se ha comprometido a actuar inmediatamente ante cualquier nueva información de Israel relacionada con “la infiltración de Hamas” entre sus trabajadores.

La supuesta implicación de la UNRWA con Hamas

Las acusaciones se hicieron públicas en enero, cuando la UNRWA, que emplea a unas 13,000 personas en Gaza, anunció que había despedido a algunos empleados y había sido informada por Israel. De los 12 inicialmente acusados por Israel, la UNRWA despidió a 10 personas y dijo que las dos restantes están muertas. No estaba claro de inmediato cómo murieron.

La OIOS comenzó de inmediato su investigación sobre las acusaciones contra una docena de empleados, y en febrero la ONU designó a la ex ministra de Relaciones Exteriores de Francia, Catherine Colonna, para liderar una revisión sobre la capacidad de la UNRWA para garantizar la neutralidad y responder a las acusaciones de violaciones.

Los hallazgos de Colonna se publicaron el lunes y señalaron que la UNRWA tiene “un enfoque más desarrollado” sobre la neutralidad en comparación con otros grupos de ayuda de la ONU. “A pesar de este sólido marco, persisten problemas relacionados con la neutralidad”, encontró su informe.

Las acusaciones de Israel contra la docena de empleados de la UNRWA llevaron a 16 estados a pausar o suspender un financiamiento de $450 millones a la UNRWA, un golpe para una agencia que lucha con la crisis humanitaria que ha afectado a Gaza desde que Israel lanzó su ofensiva allí.

La UNRWA dijo que 10 de esos países habían reanudado el financiamiento, pero Estados Unidos, Reino Unido, Italia, Países Bajos, Austria y Lituania no lo habían hecho. Un portavoz de la ONU dijo que actualmente la UNRWA tenía suficiente financiamiento para cubrir las operaciones hasta junio.

Después de los Estados Unidos, el mayor donante de UNRWA con 300-400 millones de dólares al año, detuvo la financiación, el Congreso de los Estados Unidos luego suspendió las contribuciones hasta al menos marzo de 2025.
