North York borough is a tiny community north of downtown York. There are about 2,200 residents.
And it could soon decriminalize small amounts of marijuana.

Terry Duncan is a former mayor who operates a shop on North George Street.
“I have mixed feelings about it. I don’t have a problem with decriminalizing on a small scale. If you are bringing in kilos of it, that is a different story,” he said.
In 2023, 24 adults were arrested for marijuana possession in North York.
Under a proposed ordinance, possessing less than an ounce of marijuana would only result in a $50 fine. Offenders could avoid jail.
Borough Manager Dr. David Bolton believes most people are in favor.
He said, “It is the right thing to do. People make mistakes. If somebody is out there and they do something stupid, they are not going to pay for it the rest of their lives.”
The borough manager said support for decriminalizing small amounts of marijuana is not an endorsement for using drugs.
“By no means are we saying, ‘Go out and try this.’ What we are saying is if you are already doing it, do it responsibly,” he said.
Other Susquehanna Valley communities like York, Harrisburg, Lancaster and Abbottstown have already taken action.
A borough vote on decriminalizing small amounts of marijuana in North York is set for March 12. If the measure is approved, it would take effect five days after the vote.
