Patuloy ang paglaganap ng text scam sa ating bansa.

Base ito sa dumadagsang reklamo ng ating mga kababayan tungkol sa mga text messages na natatanggap mula sa iba’t ibang cellphone numbers na nag-o-offer ng trabaho.

“Smishing” ang tawag sa ganitong text messages, isang uri ng cybersecurity breach para makuha ng mga scammers ang personal data ng biktima at magamit sa pagnanakaw.

Ipinatawag ng National Privacy Commission (NPC) ang mga data privacy officers ng mga telecom companies sa bansa noong November 24, 2021 para masolusyunan ang paglaganap ng text scam.

Kasama rin sa ipinatawag ng NPC ang mga data privacy officers ng e-commerce sites, gaya ng Lazada at Shopee, at maging ng mga bangko.

The solution

Ayon kay NPC Chairman Raymund Liboro, “We want to understand from the telcos how come these texts are being sent through their infrastructure and what are the steps that they’re taking to curb this.”

Inatasan ng NPC ang mga telcos na magkaroon ng caller identity verification para maprotektahan ang kanilang consumers.

Ani Liboro, “In the U.S., they have this call attestation, meaning it’s like a caller ID. So far this only applies to voice calls, but I think they’re still coming up with the version for SMS.”

Ayon pa rito, magiging vetting system ito para sa postpaid mobile phone users para ang mga legitimate telemarketers ay patuloy na makapag-operate.

Paliwanag ni Liboro, “So if there’s a prepaid (line) offering get-rich quick schemes, you know it’s a scam.

“And if you’re a legitimate business, why won’t you go for a call that can be attested?”

Batay sa briefer ng U.S. Federal Communications Commission (FCC), “caller ID authentication technology enables subscribers to trust that callers are who they say they are, reducing the effectiveness of fraudulently spoofed calls.”

Samantala, nanawagan si Senator Joel Villanueva sa NPC na magsagawa ng mga plano para malabanan ang text scam sa harap ng dumaraming reklamo mula sa mga mobile phone subscribers.

Ayon sa senador, “We hope that the NPC will have a clear-cut action plan after the meeting.”

Tinatalakay pa ng Congress ang panukalang batas na magre-require sa mobile service carriers na irehistro ang kanilang mga subscribers na ayaw makatanggap ng promotional SMS.

Dagdag pa niya, “A permanent solution requires three legs to stand on.”

Ang tinutukoy ni Villanueva ay ang panukalang No Call, No Text, and No E-mail Registration System Act, na naglalayong pagbawalan ang non-registered numbers na gumamit ng automatic dialer o ng kahit anong electronic device na kayang mag-text blast.

Nilinaw naman ni Villanueva na anumang hakbang na gagawin ng NPC ay administrabo lamang at kailangan ang karagdagang aksiyon ng pamahalaan.

Para naman kay Senator Leila De Lima, “The NPC should urgently find the culprits behind these spam text messages, lest people further lose trust in the government’s contact-tracing efforts.”

TEXT BLAST MACHINES DAPAT IPAGBAWAL

Dapat ding tugisin ng gobyerno ang mga smugglers ng text blast machines, ayon kay Villanueva.

Ang nasabing portal device ay kayang magpadala ng 100,000 text messages sa loob ng isang oras.

Noong October ay isinumite ni De Lima sa senado ang Senate Resolution No. 934 na nag-aatas sa Congress na imbestigahan ang bentahan ng text blast machines sa Facebook, Lazada, at Shopee.

Ginagamit kasi ito ng mga pulitiko sa premature campaigning.

Sa resolusyon ay binigyang-diin ni De Lima na kailangang palakasin ang Free Mobile Disaster Alerts Act, at ipagbawal ang paggamit ng text blast machines kung hindi rin lang para sa emergency gaya ng mga kalamidad.

GLOBAL CRIME SYNDICATE is behind these text messages?

Ayon rin sa NPC, ang paglaganap ng smishing activities sa Metro Manila ay posibleng pinatatakbo ng global crime syndicate, at hindi ng grupo na nagkaroon ng unauthorized access sa mga contact-tracing forms.

Sabi ni Liboro, “We discovered that this is an elaborate scam, this is not unique to the Philippines.”

Mayroon din aniyang katulad na scam sa India, Malaysia, Singapore at Taiwan.

Dagdag pa niya, “If our initial findings prove true, that personal data is being exploited by criminals abroad, then this becomes a matter of national security, which should compel the government, the private sector, and advocate groups to work hand in hand and take more urgent and concrete action to safeguard.”

CONTACT DETAILS DID NOT COME FROM CONTACT TRACING FORMS

Binalewala naman ni Liboro ang mga naunang suspetsa na ang mga personal data at contact details na nasa kamay ng scammers at spammers ay nagmula sa mga health forms na isinumite bilang bahagi ng contact-tracing requirements ngayong may pandemya.

Paliwanag niya, “Even my two kids who don’t go out and did not fill up any health declaration form received these texts.”

PLDT AT SMART, NAGSAGAWA NA NG MGA HAKBANG

Sinimulan na ng PLDT Inc. at ng Smart Communications Inc. na i-block ang spam messages sa kanilang network.

Ayon sa Smart, nakikiisa ito sa National Telecommunications Commission (NTC), sa NPC, at sa Department of Trade and Industry sa pag-iimbestiga at pagpapahinto sa paglaganap ng SMS spam messages na ginagamit sa panloloko at pagnanakaw.

Matagumpay nilang na-block ang daan-daang mobile numbers at 40 domains at IP addresses na sangkot sa scam.

Dahil dito, naniniwala ang PLDT at Smart na ang napakalaki at napaka-sophisticated na scam ay kagagawan ng organized global syndicate.

Na-blocked na rin ng PLDT-Smart ang karagdagang 400 hanggang 500 mobile numbers na iniuugnay sa SMS scams mula October 21 hanggang November 20, 2021.

HUWAG MAGBIBIGAY NG SENSITIVE INFORMATION

Pinayuhan ng PLDT-Smart ang kanilang mga customer na huwag magbigay ng sensitive information lalo na sa hindi kakilala kahit gaano pa kaganda ang offer ng mga ito.

Lahad ni Alfredo Panlilio, presidente at CEO ng PLDT at Smart, “We also encourage our customers to be extremely vigilant and to be on the lookout for these SMS spamming accounts so that we can work with the authorities to prevent these scams and eventually stop these cybercriminals.”

Maaari ring gamitin ng mga users ang built-in blocking feature ng kanilang SMS app.

Hinihikayat naman ang mga mobile users na makatatanggap ng kahina-hinalang SMS na agad i-report ang scammers at ang kanilang ginamit na numero sa NTC sa pamamagitan ng link na ito: https://ntc.gov.ph/complaint.

Matapos matiyak na ginagamit sa scam ang numero, ipatatanggal ito ng NTC sa Smart.
