Die Abstimmung über das Covid-Gesetz ist nicht nur eine Abstimmung über die Corona-Politik der Schweiz, sondern auch ein Stresstest für die Demokratie im Land.

Nüchtern betrachtet geht es bei der Abstimmung zum Covid-Gesetz um das Zertifikat und die Ausweitung gewisser Finanzhilfen. Schaut man hingegen auf die Strassen und in die sozialen Medien, geht es um vielmehr: Es ist eine Abstimmung über die Corona-Politik der Schweiz. Wer hinter dem Kurs des Bundesrates steht, stimmt Ja, wer ihn ablehnt, stimmt Nein.

Entsprechend viele werden am Sonntag an die Urne gehen. Politologen rechnen nicht nur mit einer hohen Stimmbeteiligung, sondern auch mit vielen Proteststimmenden. Also Menschen, die sich normalerweise nicht für Politik interessieren, aber diesmal ein Zeichen setzen wollen. Das dürfte den Gegnern helfen. Doch wie stark können sie mobilisieren?

Halten sich Gegner an demokratische Spielregeln?

In den Umfragen liegen sie mit 40 Prozent deutlich hinter den Befürwortern. Damit stellt sich die zweite grosse Frage für diesen Abstimmungssonntag: Werden die Gegner des Covid-Gesetzes das Resultat akzeptieren, wenn sie verlieren? Oder werden sie ihrem Frust lautstark und eventuell gewalttätig Luft machen?

Der Anführer des Nein-Lagers, Josef Ender (51), sagte in der SRF-«Arena», er habe grosses Vertrauen in die Abstimmung und werde das Resultat akzeptieren. Doch in einschlägigen Chats wird bereits vor Manipulationen gewarnt und zu Demonstrationen aufgerufen.

In Bern bereitet man sich deshalb auf Ausschreitungen vor. Vor dem Bundeshaus wird am Sonntag ein Schutzzaun installiert. Die Zugangsstrassen zum Bundesplatz dürften am Nachmittag geschlossen werden. Und die Bundesterrasse hinter dem Bundeshaus wird laut Bundeskanzlei bereits am Vormittag gesperrt. Das ist bei Abstimmungen normalerweise nicht nötig.

Klare Sache bei Pflege- und Justiz-Initiative

Harmonischer zugehen dürfte es derweil bei den Gegnern und Befürwortern der Pflege-Initiative. Alles andere als ein Ja zur Initiative wäre eine Überraschung. Die Befürworter lagen in allen Umfragen deutlich vorne.

Ebenfalls ein klares Resultat zeichnet sich bei der Justiz-Inititaive ab. Die Initiative, die verlangt, dass Bundesrichter künftig per Los bestimmt werden, wird von allen Parteien bekämpft und erhielt medial nur wenig Aufmerksamkeit. Ein Nein ist wahrscheinlich.
