Isu royalti minyak: Tiada guna ramai menteri dari Kelantan jika sama berdiam diri, kata Zaid

PETALING JAYA: Bekas menteri undang-undang, Zaid Ibrahim menggesa rakyat Kelantan menolak pemberian wang ihsan berbanding 5% royalti minyak yang sepatutnya diperolehi mereka, dengan menyingkirkan wakil rakyat PAS, Umno, Bersatu dan Pakatan Harapan (PH) pada pilihan raya umum ke-15 (PRU15).

Katanya, tiada gunanya mempunyai begitu ramai menteri dan timbalan menteri dari Kelantan jika mereka terus mendiamkan diri dan bersama individu yang menafikan hak golongan miskin di negeri pantai timur itu.

“Beritahu mereka sudah tiba masanya mengetepikan ‘perpaduan ummah’ palsu, jika mereka tidak boleh mendapatkan hasil minyak yang sah bagi negeri itu,” katanya dalam kenyataan.

Beliau membidas ahli politik Semenanjung yang melampaui batas dalam mempertahankan tuntutan Sabah dan Sarawak terhadap autonomi serta royalti minyak, tetapi mengabaikan hak Kelantan dan Terengganu mendapatkan 5% royalti minyak yang ibarat “anak kera disusukan, anak sendiri mati kelaparan”.

Justeru, beliau meminta rakyat Kelantan memilih pemimpin baharu yang sedia berjuang melakukan perubahan dan menolak wang ihsan kerana “ia adalah milik kita, jadi kita tidak perlukan ihsan mereka untuk mendapatkan apa yang dihutang kepada kita”.

“Orang Melayu dari negeri pesisiran perlu menunjukkan kepada pemimpin ini bahawa mereka mempunyai kekuatan untuk memperjuangkan apa yang dihutang kepada mereka. Mereka perlu berhenti mengemis, dapatkan semula maruah mereka dan berjuang habis-habisan untuk kehidupan lebih baik.”

Beliau berkata demikian selepas Menteri Kewangan Tengku Zafrul Abdul Aziz dilaporkan berkata, Putrajaya tidak akan membayar royalti minyak kepada mana-mana negeri di Semenanjung, termasuk Kelantan, sebaliknya ia akan terus menerima wang ihsan untuk petroleum yang dihasilkan di luar pesisir pantainya.

Zaid berkata, bawah Perjanjian Perkongsian Pengeluaran Petronas 1975, Perdana Menteri ketika itu, Abdul Razak Hussein mengarahkan Petronas memberi pembayaran tunai 5% kepada negeri pesisiran berhampiran telaga minyak sebagai ganti untuk hak eksklusif.

“Ini sejajar tuntutan model sistem politik persekutuan, di mana hak, pemilikan aset negeri yang diberikan kepada persekutuan tidak boleh ditarik balik, begitu juga pembayaran tunai yang dibuat sebagai pertukaran.

“Kanada mempunyai sumber perkongsian sama antara kerajaan persekutuan dan wilayah. Kanada seperti kita – sebuah persekutuan. Perbezaannya adalah mereka tidak mendiskriminasi wilayah yang memilih kerajaan pembangkang berkuasa.”

Beliau berkata, tiada undang-undang menyatakan telaga minyak perlu berada dalam perairan wilayah 12 batu nautika dari garis pesisir untuk negeri menuntut 5% seperti yang disebut Zafrul.

“Syarat yang difikirkan kemudian itu digunakan ahli politik persekutuan untuk menafikan royalti minyak kepada Kelantan dan Terengganu,” katanya sambil menambah tuntutan royalti minyak tidak bergantung kepada perairan wilayah.

Beliau memberi contoh perairan wilayah Sabah dan Sarawak terhad kepada tiga batu nautika, tetapi telaga minyak mereka (yang dibayar royalti minyak sepenuhnya) ditemui jauh melebihi had tiga batu.

Katanya, jika ahli politik terhormat mentadbir negara dan Kelantan menerima lebih RM20 bilion (kiraan kasarnya) yang dihutang kepada mereka, ia akan menjadi negeri lebih maju, berbanding belanjawan tahunan RM600 juta yang sekadar cukup membayar gaji penjawat awam.

Katanya, tindakan Zafrul menolak tuntutan royalti minyak oleh Kelantan menyedihkan kerana ia menunjukkan beliau kurang faham mengenai kewujudan bersama antara negeri dan kerajaan persekutuan serta tidak mempedulikan kesusahan dihadapi rakyat Kelantan.
