The city now has 13 top managers making at least $250,000, including city manager Paul Mochrie at about $343,000.
Five top managers with the City of Vancouver now earn more than $300,000 a year, according to a financial statement published on Wednesday.
The city’s annual budget summary includes audited statements of Vancouver finances along with salary data for all employees taking in more than $75,000.
City managers all topped $250,000 in remuneration in 2022, with the exception of deputy city manager Armin Amrolia at just over $245,000.
Paul Mochrie, the top earner of all at just over $343,000, still makes over $10,000 less than his predecessor as city manager. Mochrie took the job in 2021.
On top of the management team, the city has at least 11 other employees making more than $200,000 a year and more than two dozen who earn between $185,000 and $199,999.
Among the top earners at the City of Vancouver:

• Patrice Impey, CFO and general manager of finance, risk and supply chain management: $309,456
• Francie Connell, director of legal services: $308,056
• Sandra Singh, general manager, arts, culture and community services: $306,774
• Karen Levitt, deputy city manager: $302,926
• Lon LaClaire, general manager of engineering services: $293,356
• Donnie Rosa, general manager of parks and recreation: $290,478
• Theresa O’Donnell, director of planning and GM of planning, urban design and sustainability: $281,185
• Christina de Castell, chief librarian and CEO at Vancouver Public Library: $267,662
• Karen Fry, chief of Vancouver Fire Rescue Services: $263,828
• Andrea Law, general manager of development, buildings and licensing: $254,823
• Mike Macdonell, auditor general: $252,518
• Andrew Naklicki, human resources: $251,361
• Armin Amrolia, deputy city manager: 245,733
The city earnings report reflects actual payments over the course of 2022, rather than accrued salary, and can include payouts such as vacation and overtime.
The annual report excludes pay for the Vancouver Police Department, which reports its salaries separately, as well as city-affiliated agencies considered “consolidated entities,” such as the PNE, EasyPark and the Vancouver Economic Commission. Vancouver also paid out eight severance packages last year, with payouts ranging from two weeks to 17 months of salary.
Mayor and council pay
Payouts to Vancouver’s mayor and councillors are nowhere near as high as what upper-level staff take in.
Former mayor Kennedy Stewart collected $181,679 in 2022 before losing the municipal election to Ken Sim. That’s still less than more than 50 municipal employees listed in the report. Stewart also claimed $20,577 in expenses and $3,331 for travel and conferences.
(Sim made $20,970 in his new position after being sworn in late in the year, while the newly elected councillors all took in just over $10,000.)
City councillors made anywhere from a low of $91,063 (former councillor Jean Swanson) to $113,923 (former councillor Melissa De Genova). The highest total expense claim was by re-elected councillor Rebecca Bligh, with $7,330 for local expenses and $8,724 for travel and conferences.
