At the meeting of the Deputy Prime Minister also said that the continued research and completion of electricity planning VIII is necessary with the aim of achieving the best quality, developing the sustainable electricity sector, improving the country’s energy autonomy, determining the scale of reasonable development of the national electricity system over time to have the most reasonable electricity selling price and raising high competitiveness of the economy.

The Government requested the Ministry of Industry and Trade to review and carefully assess the current state of the national power system capacity; maximum power supply capacity in the presence and absence of constraints on the power transmission of existing sources in the system.

Carefully and comprehensively review the list of sources and power grids included in the revised power master plan VII (including the list officially added by the competent authority); carefully analyzing the progress of ongoing investment projects to serve as a basis for balancing and calculating appropriateness in power planning VIII.

Review the scale of power source development, the appropriate power source structure compared with the forecast of electricity demand in each period, especially the period up to 2030; does not allow unreasonable power supply redundancy (for example, the plan to develop total capacity of 167,000 MW of electricity by 2030 while the forecast for maximum capacity demand under the base case is 86,500 MW). Note to strictly comply with Vietnam’s National Energy Strategy orientation to 2030, vision 2045 in Resolution 55 of the Politburo, especially the development targets of renewable energy and LNG gas power sources.

Supplement to consider and stipulate criteria for important and prioritized projects in the planning from time to time, review the scale and rational allocation of development space for power sources, especially LNG sources in planning, ensuring optimal and competitive advantages in electricity system development.

Research to further improve law, policy and implementation organization, and supervise the implementation of the plan to overcome weaknesses in the implementation of power planning VII, especially when changing from detailed planning to planning. Orientation planning in power planning VIII.

Grasp the spirit of decentralization and decentralization associated with the responsibility of supervising and examining power in the process of implementing the plan.
