Die wichtigsten Geschäfte in der laufenden Wintersession sind zweifellos die Gesetzesrevisionen der 1. und der 2. Säule, der AHV und der beruflichen Vorsorge (BVG).

Obschon die beiden Säulen ganz anders aufgebaut sind, sind sie eben doch zumindest teilweise miteinander verbunden. Daher wäre es wünschenswert, beide Gesetze miteinander an die veränderten Umstände anzupassen. Genau diese Ambition hegte Sozialminister Alain Berset. Leider ist sein Vorhaben im September 2017 an der Urne gescheitert.

So werden nun AHV und BVG separat, aber in unterschiedlichem Tempo reformiert. Bei der AHV sind noch letzte Differenzen zu bereinigen, ehe sie am letzten Sessionstag zur Schlussabstimmung kommen sollte. Das BVG wird derzeit im Nationalrat beraten, bevor es in die vorberatende Kommission des Ständerats kommt.

Also wollen wir doch kurz repetieren, worum es bei diesen beiden Vorlagen geht. Bei der AHV ist es relativ einfach: Hier gehts um eine Anpassung des Frauenrentenalters von 64 auf 65 Jahren. Ein überfälliger Schritt, über den wir schon 2004 abgestimmt haben. Mindestens so wichtig ist die Zusatzfinanzierung der AHV mit der Erhöhung der Mehrwertsteuer um 0,4 Prozentpunkte. Schon in Kraft ist das Bundesgesetz über die Steuerreform und die AHV-Finanzierung (STAF), womit jährlich 2 Milliarden Franken in die AHV gespült werden, finanziert mit Bundesgeldern und Lohnprozenten. So viel zum Schlachtruf der Linken: keine AHV-Sanierung auf dem Buckel der Frauen.

Die beiden Räte müssen sich nur noch darauf einigen, wie die Erhöhung des Frauenrentenalters für die Übergangsgeneration zu kompensieren ist. Stand heute darf man annehmen, dass sie sich auf eine grosszügige Lösung einigen werden, um damit an der Urne eine Mehrheit zu erlangen. Doch die Ausgleichsmassnahmen mögen noch so grosszügig sein, die Opposition der links-grünen Kräfte ist gewiss. Sie sind grundsätzlich gegen eine Anpassung des Frauenrentenalters. Sie wollen das Geschäft an die Kommission zurückweisen und zusammen mit dem BVG in Kraft treten lassen.

Womit wir bei der BVG-Revision wären, die allein deshalb vertrackter ist, weil das Konstrukt der 2. Säule schon von Grund auf unsäglich komplex ist. Der Umwandlungssatz, der das Kapital in eine Rente umwandelt, muss gesenkt werden. Um die damit verbundene Rentenkürzung aufzufangen, sollen die Arbeitgeber- und Arbeitnehmerbeiträge erhöht werden. Dies geschieht, indem der Koordinationsabzug gesenkt wird, was überdies Teilzeitbeschäftigten zugutekommt.

Wie bei der AHV liegt auch hier der Knackpunkt bei der Übergangsgeneration. Mehrere Modelle sind im Umlauf. Alle sind sie ziemlich ausgeklügelt und nicht ganz einfach zu verstehen. So oder so: Welches Modell der Nationalrat auch beschliessen mag; der Ständerat wird erfahrungsgemäss auch seine Überlegungen dazu machen, zusätzliche Berichte und Berechnungen einfordern und im schlechtesten Fall das Ganze verzögern. Die BVG-Revision hat noch einen weiten Weg vor sich.
