Geprägt von Corona-Krise: Startschuss zur Budgetdebatte im Ständerat

Der Ständerat beschäftigt sich am Dienstagvormittag mit dem Voranschlag 2022 des Bundes sowie dem zugehörigen Aufgaben- und Finanzplan 2023-2025. Die Debatte wird erneut geprägt sein von den Folgen der Corona-Krise. Grosse Änderungsanträge stehen nicht zur Debatte.

Traditionellerweise nehmen die Budgetdebatten in der Wintersession viel Zeit in Anspruch. Die erste Runde im Ständerat dürfte aber weniger lange dauern als auch schon – zu klein ist der finanzpolitische Handlungsspielraum in der Corona-Krise. Im Kern geht es darum, die zahlreichen wirtschaftlichen und gesundheitspolitischen Pandemie-Massnahmen zu finanzieren und dabei die Schuldenbremse einzuhalten.

Der Bundesrat rechnet mit einem Defizit von über zwei Milliarden Franken. Die Finanzkommissionen beider Räte beantragen noch zusätzliche Ausgaben: So wollen sie fast eine Viertelmilliarde Franken mehr in den Bahninfrastrukturfonds einzahlen, um den Ausbau und den Unterhalt des Bahnnetzes forcieren zu können.

Daneben sieht die vorberatende Kommission des Ständerats (FK-S) nur kleinere Änderungen vor. Mehr Mittel fordert sie etwa für das Programm «Energie Schweiz». Hauseigentümerinnen und -eigentümer, die Industrie und die Ausbildung im Energiebereich sollen demnach mit zusätzlichen 5,6 Millionen Franken gefördert werden. Damit soll der Übergang zur CO2-Neutralität erleichtert werden.

Wie in den Vorjahren sind zudem Aufstockungsanträge in der Landwirtschaft beantragt. Fürs kommende Jahr fordert die FK-S, die Zulagen an die Milchwirtschaft respektive die Verkäsung um 8 Millionen Franken und die Beihilfen an den Zuckerrübenanbau um 7 Millionen Franken zu erhöhen.

Die Mehrausgaben teilweise kompensieren möchte die Ständeratskommission mit einer Querschnittkürzung des Personalaufwands um 21 Millionen Franken. Durch die Beschlüsse der Ständeratskommission steigen die veranschlagten Ausgaben gegenüber dem Entwurf des Bundesrats insgesamt um rund 235 Millionen Franken.

Der Voranschlagsentwurf des Bundesrats sieht inklusive Nachmeldungen Ausgaben von rund 80,725 Milliarden Franken vor, bei Einnahmen von rund 78,640 Milliarden Franken. Gewisse Corona-Kredite will die Landesregierung als ordentliche Ausgaben und andere als ausserordentliche Ausgaben verbuchen.

Um den Spielraum im Hinblick auf die Einhaltung der Schuldenbremse zu erhöhen, beantragt die Ständeratskommission, die Corona-Hilfen für den öffentlichen Verkehr (215 Millionen Franken) als ausserordentliche Ausgaben einzustellen.

Im Ständerat werden rund ein Dutzend Minderheitsanträge zu reden geben. Voraussichtlich kein Thema wird der im Nationalrat eingereichte Antrag der Aussenpolitischen Kommission sein, zusätzliche 953 Millionen Franken für den Schweizer Kohäsionsbeitrag an ausgewählte EU-Staaten zu sprechen. Dieses Thema wird die grosse Kammer dann am Mittwoch beschäftigen, wenn sie erstmals an der Reihe ist bei der diesjährigen Budgetdebatte.
