Die US-Regierung hat Insidern zufolge Schritte zur Lockerung der Cannabis-Gesetze auf Bundesebene eingeleitet. Das Justizministerium empfahl am Dienstag eine geänderte Einstufung, die den Konsum von Marihuana zu einer weniger schweren Straftat machen würde, wie die Nachrichtenagentur Reuters von zwei Personen erfuhr.

Statt zusammen mit Heroin oder LSD als Droge in einer Gruppe geführt zu werden, sollte Cannabis wie Ketamin und Testosteron eingestuft werden als Substanz mit einem moderaten bis geringen Abhängigkeitspotenzial. Die US-Drogenpolizei DEA untersteht dem Justizministerium. Zuerst berichtete die Nachrichtenagentur AP über die Empfehlung.

Sollte die Änderung vollzogen werden, würde dies keine Legalisierung auf Bundesebene bedeuten. Damit bliebe auch die Situation bestehen, wonach der Konsum in fast 40 der 50 Bundesstaaten zwar in der einen oder anderen Form legal ist, auf Bundesebene jedoch nicht.

Trotzdem würde der Schritt die Forschung und medizinische Anwendung erleichtern. Zudem würden Investitionen in die Branche einfacher. Viele Banken verweigern Cannabisfirmen gegenwärtig mit Verweis auf das Bundesrecht ihre Dienste. Entsprechend legten die Aktien von Cannabisunternehmen nach den Berichten deutlich zu. Die Titel etwa von Tilray, Trulieve Cannabis und Green Thumb Industries stiegen bis kurz vor Börsenschluss in den USA um teilweise bis zu knapp 40 Prozent.

Präsident Joe Biden hatte die Überprüfung der Cannabiseinstufung 2022 angestoßen. Vor der Präsidentschafts- und Kongresswahl im November hätte der Schritt eine politische Dimension: Dem Pew-Forschungszentrum zufolge konsumierten schwarze und weiße US-Bürger zwar im Jahr 2022 Cannabis in vergleichbarem Maß. Allerdings seien Afroamerikaner in dem Jahr von 39 Prozent aller Festnahmen wegen Marihuanabesitzes betroffen gewesen, obwohl sie nur zwölf Prozent der Bevölkerung stellten. Afroamerikaner gelten als wichtige Wählergruppe für Bidens Demokraten. (Reuters)
