EU-Parlament dringt auf unabhängiges Ethik-Gremium

Interessenkonflikte und Korruption in EU-Institutionen sollen auf Drängen des EU-Parlaments in Zukunft von einem unabhängigen Gremium überwacht werden.

Das Parlament nahm am Donnerstag in Strassburg einen Bericht des Grünen-Abgeordneten Daniel Freund an, der die EU-Kommission dazu auffordert, eine entsprechende Vereinbarung für die EU-Institutionen auszuarbeiten. “Wir feiern heute einen grossen Erfolg für saubere Politik in der Europäischen Union”, sagte Freund. Es dürfe nie der Eindruck entstehen, “dass Politik für zahlkräftige Einzelinteressen käuflich ist”.

Bislang überwachen die einzelnen Institutionen selbst, ob die Lobby- und Ethikregeln in ihrem Haus eingehalten werden. Diese Art der Selbstkontrolle ist nach Ansicht von Kritikern wenig effektiv. Immer wieder wird bemängelt, dass ehemalige EU-Kommissare oder Abgeordnete kurz nach ihrer Amtszeit als Lobbyisten tätig werden. Im Fokus der Kritik stand mehrfach der ehemalige EU-Kommissar Günther Oettinger, dessen Amtszeit 2019 endete. Der Ethikausschuss der EU-Kommission genehmigte Oettinger seitdem mehr als zehn Jobs – obwohl Kritiker Interessenkonflikte mit seiner vorherigen Tätigkeit in Brüssel sehen.

“Das neue Ethik-Gremium kann die guten europäischen Regeln für Lobbykontrolle endlich glaubwürdig durchsetzen”, betonte Freund. Dem Gremium sollen neun Mitglieder angehören. Es soll Untersuchungen einleiten können, die EU-Kommissare, Abgeordnete oder Angehörige anderer Institutionen betreffen, die sich der Vereinbarung anschliessen. Seine Empfehlungen soll es öffentlich machen können.

Die christdemokratische EVP-Fraktion im Europaparlament, der auch CDU und CSU angehören, hatte vor der Abstimmung angekündigt, sich zu enthalten. Der CDU-Abgeordnete Rainer Wieland erklärte, es sei zentrale Aufgabe eines Parlaments, Regierungen zu überprüfen. Ein Ethik-Gremium dürfe dabei nur mit nicht-bindenden, vertraulichen Vorschlägen unterstützen. Helmut Scholz von der Linken beklagte hingegen das Fehlen von Befugnissen, weil das Gremium Sanktionen nur empfehlen und nicht selbst verhängen dürfe.
