Erst Nein, jetzt Ja zum Covid-Gesetz: In diesem Dorf kam es zum grössten Sinneswandel

Im Juni hatte Unterramsern SO das Covid-Gesetz noch wuchtig verworfen. Nun steht plötzlich eine Mehrheit dahinter. Blick auf Spurensuche in einem Dorf, das sinnbildlich für viele Gemeinden und ihre Bewohner steht.

Sechs Bauernhöfe, eine Beiz mit Kegelbahn und eine Bushaltestelle. Willkommen in Unterramsern, einer 200-Seelen-Gemeinde im südlichen Zipfel des Kantons Solothurn. Dem Dorf, in dem sich am Sonntag Bemerkenswertes abgespielt hat. Bloss: Gemerkt hat es nicht einmal der Gemeindepräsident.

Mit knapp 70 Prozent haben die Einwohnerinnen und Einwohner von Unterramsern am Sonntag ja zu den Änderungen am Covid-Gesetz gesagt. Das ist deutlich mehr als der Schweizer Schnitt – und ein mehr als doppelt so hoher Ja-Anteil als noch vor knapp einem halben Jahr, als die Schweiz das erste Mal über das Covid-Gesetz abgestimmt hat. Damals hatte Unterramsern das Gesetz mit lediglich 34 Prozent Ja-Stimmenanteil abgeschmettert.

Gemeindepräsident ist ratlos

Unterramsern ist bei weitem nicht die einzige Gemeinde, in der der Wind gedreht hat. Hatten im Sommer noch sechs Kantone Nein zum Covid-Gesetz gesagt, waren es nun mit Schwyz und Appenzell Innerrhoden nur noch deren zwei. Rund jede achte Gemeinde ist ins Ja-Lager gekippt. Doch in keiner Gemeinde ist die Differenz zwischen dem Abstimmungsergebnis vom vergangenen Juni zum letzten Sonntag so gross wie in Unterramsern.

Wie lässt sie sich erklären? Gemeindepräsident Markus Menth (52) ist überfragt. Ihm war gar nicht bewusst, dass Unterramsern das Covid-Gesetz im Juni noch deutlich abgelehnt hatte. Er habe den Eindruck gehabt, dass das Covid-Gesetz in der älteren Bevölkerung unbestritten sei, sagt Menth heute. «Und die sind es ja, die vor allem an die Urne gehen.» Dem parteilosen Gemeindepräsidenten fällt beim besten Willen nichts ein, was zum Meinungsumschwung geführt haben könnte. «Es hing das eine oder andere Plakat, aber es gab keinen übermässigen Abstimmungskampf», berichtet er. Auch die Impfquote bewegt sich laut Menth im Durchschnitt.

«Wer nicht geimpft ist, sagt es nicht»

Unterschiedliche Mobilisierung kann ebenfalls nicht der Grund sein. Bei beiden Abstimmungen war die Stimmbeteiligung in Unterramsern fast genau gleich – mit über 73 Prozent war sie aussergewöhnlich hoch.

Der Sinneswandel geschah offenbar im Stillen. Nicht mal in der Beiz im Dorf hat man ihn bemerkt. «Ich hätte gedacht, dass die Mehrheit von Anfang an positiv eingestellt war», sagt Sabine Bandi (56), seit 33 Jahren Wirtin im Pflug, dem einzigen Restaurant im Dorf. Die Skeptischen, die seien eher in Messen, der Nachbargemeinde, erzählt sie. «Dort stehen sie dazu.» In Unterramsern hingegen gäbe es nur vereinzelte, die sich nicht impfen lassen wollen.

Ihr Mann, Edgar Bandi (61), kann sich den Meinungsumschwung ebensowenig erklären wie Gemeindepräsident Menth. Allenfalls habe es mit den wieder höheren Ansteckungszahlen zu tun. «Und die Jungen wollen wieder unterwegs sein. Dadurch sind sie aktiver impfen gegangen», so der Wirt. Und wer sich piksen lässt, steht auch eher hinter dem Covid-Gesetz, zeigt sich nun.

Auch Elsbeth Fankhauser (61), Hausfrau und Grossmutter, kann nur mutmassen: «Vielleicht haben die Leute gesehen, dass es auch keine Lösung ist, wenn man nur Nein sagt.»

Bauer Simon Mollet (42) hat das Gefühl, dass die Leute im Juni noch zu wenig informiert waren. So sei es ihm auch gegangen. Er war zwar weder bei der ersten noch jetzt bei der zweiten Abstimmung übers Covid-Gesetz an der Urne, doch während er im Sommer noch Nein gesagt hätte, steht er heute hinter dem Gesetz: «Ich wäre jetzt dafür gewesen. Weil ich nun besser informiert bin und auch, weil ich in den Ferien war und das Zertifikat gebraucht habe.» Und er fügt an: «Ich fand es praktisch!» Tests wären in seinen Augen mühsam gewesen.

Es geht auch umgekehrt

So still und leise, wie Unterramsern ins Ja-Lager kippte, gibt es umgekehrt auch zahlreiche Gemeinden, die nach einem Ja im Juni nun plötzlich Nein sagten. Allerdings viel weniger. Es handelt sich dabei grossmehrheitlich um Gemeinden in der Westschweiz, vor allem in der Waadt und im Jura. In den beiden Westschweizer Kantonen ist die Zustimmung zum Covid-Gesetz im Vergleich zum Sommer gesunken – ebenso in Genf, Neuenburg und im Tessin. Nirgends aber so stark, dass ein ganzer Kanton das Gesetz plötzlich abgelehnt hätte.
