Educadores del sector público protestan en Venezuela

Miles de maestros del sector público salieron a las calles el jueves en Caracas y otras ciudades venezolanas para exigir al gobierno del presidente Nicolás Maduro mejores condiciones laborales y el respeto de sus derechos.

Docentes, obreros y funcionarios administrativos de escuelas primarias, secundarias y universidades denuncian que recibieron pagos incompletos de beneficios como el bono vacacional, sin tomar en cuenta el monto de sus actuales salarios.

En Caracas, a las puertas del Ministerio de Educación, los manifestantes cantaron consignas como “No queremos show ni comiquitas, yo lo quiero es que se vaya la ministra” Yelitze Santaella, una estrecha aliada de Maduro y exgobernadora del estado de Monagas que asumió el cargo en agosto de 2021.

El cálculo del pago del bono vacacional -que se abona a los trabajadores del sector educativo al final del año escolar en julio- tuvo como referencia el salario de 2021 (1,52 dólares al mes), por decisión de la Oficina Nacional de Presupuesto (ONAPRE) que argumentó que aún no ha sido firmada la nueva convención laboral.

La medida provocó gran malestar entre los educadores, quienes consideran que se violaron sus derechos y sin mediar acuerdo se modificaron hacia la baja sus beneficios laborales. Agregaron que les pagaron 25% del bono e ignoran cuándo recibirán el restante 75%.

Los maestros piden salarios justos y la derogación del instructivo de la ONAPRE que dejó en el olvido el cálculo de cualquier pago de un beneficio laboral en función del último sueldo devengado.

El salario mensual -que obtiene la mayoría de los educadores de primaria y los liceos- es el más bajo de la región, unos 50 dólares en promedio.

    “Mi hijo no puede pensar en salir de vacaciones a la playa, casi no viene a Caracas, porque lo que le pagan no alcanza ni para comer”, dijo José Fernández, un jubilado de 66 años que se unió a la protesta en solidaridad con su hijo maestro. La pensión de jubilados como Fernández es también paupérrima, equivalente al salario mínimo de menos de 30 dólares al mes. “Los jubilados también estamos muy mal”.

    Los comercios en Venezuela usan el dólar como referente para fijar precios, por lo que varían a diario, habitualmente hacia el alza. Un kilo de papas tenía el jueves un costo de dos dólares.

    Como suele ocurrir en Venezuela, los seguidores de Maduro marcharon simultáneamente rumbo a una plaza del centro de Caracas en apoyo a los “logros de Revolución Bolivariana”, como llaman al proyecto político ideado por el fallecido presidente Hugo Chávez que busca convertir a Venezuela en un estado socialista.

    “La prioridad de este gobierno es el bienestar de todos los trabajadores”, dijo Nahum Fernandez, vicepresidente de movilización del gobernante Partido Socialista Unido de Venezuela en una declaración difundida por la televisión estatal. Fernández, sin dar detalles, pidió compresión de todos los trabajadores y prometió hacer “todo lo que se pueda” para atender sus reclamos.

    Voceros de la ONAPRE y del Ministerio de Educación no se han pronunciado oficialmente sobre las denuncias.

    La Federación Venezolana de Maestros, que agrupa a muchos de los educadores del sector público, ha advertido que podrían no iniciar el año escolar en septiembre si el gobierno de Maduro, entre otras demanda, “no cumple las obligaciones laborales con el magisterio”.

    Los educadores también protestaron el jueves en al menos 17 de los 23 estados del país, indicaron voceros regionales del gremio en sus redes sociales.

    En años recientes los bajos salarios han provocado la deserción de docentes, quienes se ven obligados a dedicarse a otras labores para aumentar sus ingresos. De acuerdo con cifras de la Federación Venezolana de Maestros, 50% de los 370.000 maestros activos han abandonado las escuelas desde 2017.
