There are 3 ministries and 19 localities disbursing more than 15% of the plan; in which, some ministries and localities had high disbursement rates such as: Thai Binh reached 43.24%, Ministry of Public Security reached 31.62%, Bac Ninh reached 30.2%, Hung Yen reached 28.67%, Thanh Hoa reached 27.79%, Ha Nam reached 27.63% of the plan.

Along with that, the disbursement rate of some key projects is low, such as the project to build a number of expressway sections on the North-South East route in the 2017-2020 period, reaching 13.3% of the plan; The project of land acquisition, compensation, support and resettlement of Long Thanh international airport reached 14.65% of the plan.

Leaders of the Ministry of Planning and Investment evaluated the disbursement of the State budget capital in the first 3 months of the year was quite low, not meeting the requirements, mainly because in the first 3 months of the year, ministries, central agencies and localities focused on completing dossiers on payment and disbursement of state budget capital in 2020 and carrying out procedures to extend the state budget capital investment plan from 2020 to 2021.

Along with that, February coincided with the Lunar New Year holiday and the Covid-19 epidemic broke out again in a number of localities, significantly affecting the construction progress; At the same time, the biggest challenge now is foreign capital disbursement reaching 0.66% of the plan (almost not yet disbursed), much lower than the same period in 2020 (4.99%).

Specifically, in March, ministries, central and local agencies disbursed VND 26,079.93 billion, accumulated 3 months of disbursement reached VND 60,749,635 billion, equal to 13.17% of the plan assigned by the Prime Minister, slightly increased over the same period in 2020 (13.09%); of which, domestic capital reached 14.74%, foreign capital reached 0.66%.

In order to promote the disbursement of the State budget’s investment capital, to create a driving force for economic growth.

Minister of Planning and Investment Nguyen Chi Dung requires ministries, central and local agencies to focus on implementing solutions to speed up the site clearance, focusing on solving difficulties and problems related to land, natural resources; urge and speed up construction progress; perform acceptance test, make payment documents as soon as the volume is available.

Along with that, ministries, central agencies and localities need to review and transfer capital plans between projects with slow disbursement to projects with good disbursement progress and lack of capital; at the same time, to set up a working group to promote capital disbursement in each ministry and locality to handle bottlenecks in the disbursement of public investment capital associated with the responsibility of the head.

Minister Nguyen Chi Dung also noted that ministries, central and local agencies need to pay special attention, pay attention and be responsible for the appraisal and approval of the total investment of investment projects from all capital sources, including public investment projects.

Accordingly, the total investment of the projects must be formulated and approved on the basis of the State’s regulations on investment norms and rates … to avoid the situation that the total investment approval exceeds much. With real investment, in order to take advantage of the state budget, causing waste and loss, affecting budget revenues, project efficiency, people’s interests and competitiveness of the economy
