Sesetengah pihak berkuasa tempatan seperti DBKL menggunakan terlalu banyak kuasa, kata Ambiga Sreenevasan yang menggesa pilihan raya tempatan diperkenalkan semula untuk mengawalnya.
PETALING JAYA: Aktivis peguam Ambiga Sreenevasan menggesa agar laporan pada 2018 oleh Jawatankuasa Pembaharuan Institusi (IRC) yang ditubuhkan kerajaan Pakatan Harapan (PH), dapat dikeluarkan.
Ambiga berkata jawatankuasa itu membuat banyak cadangan mengenai Suruhanjaya Pencegahan Rasuah Malaysia (SPRM), Akta Hasutan, Sosma, salah laku polis, hukuman mati dan perkara lain.
“Jawatankuasa itu membuat laporan komprehensif. Saya cadangkan kerajaan mengeluarkan laporan itu untuk perbincangan umum dan mari kita lihat apakah pembaharuan yang boleh dilakukan,” katanya kepada FMT dalam temu bual ketika ditanya mengenai pembaharuan ingin dilihatnya di bawah kerajaan perpaduan.
Ambiga berkata, kerajaan perlu memberi penekanan dengan mengukuhkan SPRM dan menjadikannya bertanggungjawab kepada Parlimen.
“Kemudian, anda mempunyai polis, mereka telah membuat rang undang-undang Suruhanjaya Bebas Tatakelakuan Polis (IPCC) (mengenai salah laku polis). “Itu tidak cukup bagus, kerajaan mesti berani memikul tugas salah laku polis ini dengan lebih bermakna,” katanya.
Bekas presiden Majlis Peguam itu berkata, pembaharuan ini perlu dilakukan segera kerana desakan itu boleh menjurus kepada tercetusnya satu lagi Langkah Sheraton, merujuk kepada gerakan yang menyebabkan kejatuhan kerajaan PH pada 2020.
Perkenalkan semula pilihan raya tempatan
Ambiga berkata satu lagi pembaharuan penting yang perlu dilakukan oleh kerajaan ialah memperkenalkan semula pilihan raya majlis tempatan, satu syor dalam Laporan Athi Nahappan 1968.
Beliau berkata, majlis tempatan kini menggunakan terlalu banyak kuasa tanpa semak dan imbang yang mencukupi.
“Tengoklah pembinaan yang sedang berjalan di Kuala Lumpur, ia amat mengerikan. Bagaimanakah sesetengah pemaju seolah-olah mendapat semua projek mereka diluluskan? Kerajaan tempatan (Dewan Bandaraya Kuala Lumpur) mempunyai banyak kuasa.”
Pilihan raya tempatan digantung apabila darurat diisytiharkan semasa konfrontasi Indonesia-Malaysia. Pilihan raya itu kemudiannya dimansuhkan di bawah Akta Kerajaan Tempatan 1976. Ahli majlis tempatan kini dilantik oleh kerajaan negeri.
Penyokong pilihan raya tempatan berkata, ini penting untuk memastikan penyampaian perkhidmatan yang lebih baik di lapangan.
