Am Freitag fällt der Bundesrat neue Corona-Entscheide. Wer ungeimpft einreist, muss einen negativen Test vorweisen. Auch die Gratistests werden zum Thema.

Ende September ist Schluss mit Gratistests, das hat der Bundesrat Ende August entschieden. Doch mittlerweile ist der politische Druck gestiegen, den Entscheid nochmals zu überdenken. Mit der Ausweitung der Covid-Zertifikatspflicht hat sich die Ausgangslage geändert. SP, Grüne, Mitte und SVP plädieren deshalb für eine Fortführung der Gratistests – oder allenfalls eine Kompromissvariante. Denkbar wäre etwa eine Verlängerung um einen Monat oder ein paar Wochen.

GLP-Präsident Jürg Grossen (52) schlägt auf Blick TV zudem vor, dass sich Getestete zumindest teilweise an den Kosten beteiligen sollten. Mitte-Nationalrätin Ruth Humbel (64) könnte sich vorstellen, dass beispielsweise fünf Tests pro Monat gratis gemacht werden könnten – aber nur für unter 25-Jährige.

Klar ist: Der Bundesrat wird sich am Freitag mit der Thematik befassen und zumindest eine Aussprache zur Problematik führen. Ein Entscheid dürfte dem Vernehmen nach allerdings noch keiner fallen, sondern möglicherweise erst nächste Woche.

So will der Bundesrat wegen des Drucks aus dem Parlament nicht gleich einknicken, sondern sich noch etwas Zeit lassen, wie es heisst. Damit will man der nun doch stärker angelaufenen Impfkampagne nicht gleich wieder den Wind aus den Segeln nehmen.

Gesundheitsminister Alain Berset (49) selbst würde den Entscheid zwar gerne rückgängig machen und das Gratistest-Regime weiterführen. Entscheidend hingegen ist, ob die beiden SVP-Magistraten Guy Parmelin (61) und Ueli Maurer (70) dem Druck aus der eigenen Partei nachgeben, sie hatten sich nämlich beide für das Ende der Gratistests starkgemacht. In ihrer Fraktion geht man davon aus.

Einreisebestimmungen verschärfen

Ein Entscheid fallen wird hingegen zu den Einreisebestimmungen. Bundesrat Berset hat zwei Varianten in die Konsultation gegeben und plädiert nun für die sanftere Variante: Einreisende sollen sich elektronisch registrieren. Nicht-Geimpfte und Nicht-Genesene müssen sich vor der Einreise testen lassen.

Das negative Testresultat müssen sie bei der Einreise vorweisen. Zudem sollen sie sich nach 4 bis 7 Tagen – diesmal in der Schweiz – ein weiteres Mal testen lassen. Ausnahmen gibt es etwa für unter 16-Jährige oder Grenzgänger.

Der zweite Test dürfte im Bundesrat noch für Diskussionen sorgen, haben sich doch mehrere Kantone dagegen ausgesprochen. Auf eine Wiedereinführung der Quarantänepflicht hingegen will Berset verzichten, fiel diese in der Konsultation doch deutlich durch.

Zertifikat für im Ausland Geimpfte

Neu sollen zudem alle Personen, die mit einem von der Europäischen Arzneimittel-Behörde (EMA) zugelassenen Impfstoff im Ausland geimpft sind und die in der Schweiz ihren Wohnsitz haben oder in die Schweiz einreisen, ein Schweizer Covid-Zertifikat erlangen können.

Die breitere WHO-Liste, auf welcher etwa auch der chinesische Impfstoff Sinovac aufgeführt ist, kommt nicht zum Zug. Ansonsten würde die Schweiz die europäische Zertifikatsanerkennung verlieren, so die Befürchtung.

Ausnahmebestimmungen sind hier aber für den diplomatischen Bereich und das internationale Genf vorgesehen.
